About this file
This is a Request for Quotation (RFQ) specification document for the State of Maine's procurement of lead-acid batteries to support the Maine Military Authority (MMA) vehicle and equipment refurbishment facility in Limestone, Maine. The solicitation seeks bids for Military NSN 6140-01-446-9498 storage batteries (6TMF model or equivalent), with a purchase quantity range of 150 to 350 units. The contract will be a one-year fixed-price agreement with delivery required to 125 Kansas Road, Limestone, ME 04750. The document does not specify response dates, due dates, site visits, or bidders' conferences.
Bidders must submit pricing for both "without core return" and "with core return" configurations, with the understanding that MMA will exchange used battery cores for 90-100 percent of purchases. The contractor bears all freight and handling costs for returned cores and must honor core exchanges through the contract period. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS), provision of required certifications, and submission of complete legal company name, DUNS number, and CAGE Code information. Bidders must include all freight and delivery charges in quoted prices and may be required to provide item samples and manufacturer certificates of conformance to applicable military standards. Buy American Act compliance certification may also be required prior to award. The actual quantity of delivery orders is subject to production and supply needs and will be documented through individual purchase orders.
