About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for firm electricity supply services to approximately 93,183 MWh annually across four Local Distribution Company service territories, with pricing submissions due September 29, 2026 at 12:00 PM Eastern Time.
This is a two-phase procurement. Phase 1 (Qualification Statement Submissions) closes September 16, 2026, with bidder approval notification by September 18, 2026. Phase 2 (Pricing Submissions) closes September 29, 2026. The State will lock in pricing at 3:00 PM on September 29. Bidders must be Competitive Electric Power Suppliers (CEPS) certified by the New Hampshire Public Utilities Commission. Qualification requirements include minimum five years' experience supplying electricity to government customers, NEPOOL and ISO-NE compliance, New Hampshire Secretary of State registration for applicable entities, financial documentation from recognized rating agencies, three customer references, and a certificate of insurance with $1,000,000 per occurrence and $2,000,000 aggregate coverage.
The contract covers four pricing groups spanning Unitil (NH), Eversource Group 1, Liberty Utility NH, and Eversource Group 2 (Cannon Mountain). Awards are made to the lowest-cost bidder per kWh for whole pricing groups without splitting between vendors. Contract terms are 12, 24, or 36 months, commencing November 1, 2026, and expiring October 31, 2027, 2028, or 2029, respectively. The contract may be extended up to two additional one-year terms, not to exceed five years total. Pricing must remain firm for the entire contract term and include energy, capacity, ancillary services, ISO costs, transmission losses, and renewable portfolio standards compliance as fixed costs. A 25% swing provision applies to usage variances; usage exceeding this threshold is purchased at market rates. Accounts may be added or deleted up to 5% of total contracted volume without penalty. Taxes and changes in law are pass-through at cost. Previous contract costs were $14.49 million for 162.29 million kWh (FY 2024–2025). Questions must be submitted by September 16, 2026.
