About this opportunity

The State of New Hampshire Department of Administrative Services is issuing a Request for Bid (RFB 3051-26) for the supply and delivery of drug testing cups and validity strips to state agencies. The procurement encompasses four distinct product categories: 4,000 units of 11-panel drug screening tests (SVT), 10,500 units of 12-panel screening tests (SVT), 50,000 units for the Department of Safety with comprehensive multi-analyte panels, and 25,000 units for the Department of Health and Human Services with 12-panel cup tests and expanded analytes. The testing cups must be individually packaged with lot numbers and expiration dates of at least two years from manufacture, be sturdy and leak-proof, and capable of withstanding mailing for forensic testing. The successful vendor must deliver ordered items within 20 business days, establish individual customer accounts within three business days of order placement, and maintain a 95 percent on-time delivery rate and 90 percent fill rate with a 2 percent rebate applied for failures. Vendor requirements include maintaining comprehensive general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, plus workers' compensation coverage, and providing an assigned account representative with backup coverage to respond to inquiries within 24 hours. The bid deadline is August 6, 2025 at 11:00 AM Eastern Time (extended from July 29, 2025), with questions required by July 22, 2025. The contract term commences August 31, 2025 (or upon Governor and Executive Council approval, whichever is later) and continues through July 31, 2030, with an option to extend for an additional two years under the same terms and pricing.

Bid prices must remain firm for the entire contract period in US dollars and include all delivery costs on an F.O.B. Destination basis with no additional surcharges or fuel charges permitted. The State of New Hampshire reserves the right to award to the lowest-cost vendor meeting established criteria and may reject any or all bids. Political subdivisions and nonprofit organizations under Section 501(c) of the Internal Revenue Code are eligible to participate at contract prices. Quarterly and annual usage reports detailing products purchased by agency and eligible participants must be submitted within 30 days of quarter-end. No incumbent vendors or pricing information is specified in the available solicitation documents, as the offer sheet indicates all pricing is to be provided by bidders during the proposal submission process. The state reserves the right to terminate the contract at any time with 30 days' written notice and may add or delete locations and equipment throughout the contract term.
