About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids on a statewide contract to supply and deliver building materials and hardware to state agencies, with bids due August 11, 2026 at 10:30 a.m. Eastern Time. This is a multiple-award solicitation designed to ensure statewide coverage.

The scope spans building materials and hardware across 15 product categories: cement and masonry, flooring materials, hand tools (with a $250 per unit limit), hardware, heating and cooling, locks and keys, outdoor and garden supplies, paint, plumbing, power source equipment, rebar and rods, roofing materials, safety equipment, security items, and lumber and plywood in multiple species and dimensions. Bidders must quote discount percentages for each category they choose to bid and mark N/A for those they decline. Current list pricing must be provided at bid submission; bidders may submit updated pricebooks, website links, or other documentation demonstrating current pricing. Bidders may also provide alternate SKUs and product descriptions. The successful vendor must deliver any ordered item within five business days from order placement; all prices are F.O.B. destination and include delivery with no additional charges permitted.

The contract commences upon Governor and Executive Council approval and runs through August 31, 2031, with an option to extend for up to two additional years under the same terms and pricing with mutual agreement. Vendors may request annual price adjustments on the contract anniversary date with written notice and substantiation at least 30 days prior. The contract is non-exclusive; the state reserves the right to add, delete, or modify locations and equipment throughout the term.

The successful vendor must carry comprehensive general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, obtain workers' compensation insurance under RSA Chapter 281-A, provide product warranties for not less than one year or the manufacturer's standard (whichever is greater), and submit quarterly and annual usage reports. Political subdivisions and nonprofit organizations under IRC Section 501(c) are eligible to participate at their sole discretion and receive the negotiated prices. Questions are due August 3, 2026; the state responds by August 5.
