About this opportunity
Lake Winola Municipal Authority is requesting bids for rehabilitation of an existing precast concrete submersible wastewater pump station under Contract 25, with bids due October 29, 2026 at 11:00 AM via the PennBid online portal. The project was financed in part by a Commonwealth of Pennsylvania grant, triggering Pennsylvania wage rates, steel procurement act requirements, equal opportunity clauses, and nondiscrimination standards as applicable compliance mandates.
The scope encompasses structural, mechanical, civil, and electrical work across two phases: Phase 1 constructs an 8-foot diameter off-line manhole for bypass pumping, installs temporary portable electric-powered and diesel-powered backup pumps, and connects low-pressure sanitary sewer lines with isolation valves to divert flow during rehabilitation; Phase 2 reconstructs the pump station with Owner-provided pump station structures, pumps, piping, valves, fittings, force main connection, and odor control system with associated electrical power and controls. The temporary electric pump must deliver 150 GPM at 130 feet total dynamic head; the diesel backup pump must deliver 300 GPM at 135 feet total dynamic head. The contractor must maintain 24-hour emergency repair services, manage site work including erosion and sedimentation control, clearing, grubbing, and earthwork, and complete record drawings and final restoration. Substantial completion is due within 120 calendar days and final completion within 150 calendar days after contract commencement.
Bidders must submit a lump sum bid with a 10 percent bid bond as bid security. Specific bid items include mobilization at $10,000, additional test pits (estimated quantity of three), on-site storage allowance of $15,000, and unanticipated work allowance of $20,000. Payment is structured as monthly draws based on percentage of completed work less retainage; mobilization is payable once 5 percent of work is completed.
A non-mandatory pre-bid meeting is scheduled for October 19, 2026 at 10:00 AM at the pump station site on Mislevy Road, Factoryville, Pennsylvania. The final day for site visits and questions is October 22, 2026. Bidders may arrange site visits by contacting lwmauth@gmail.com. Award will go to the responsible bidder submitting the lowest responsive bid, with contract execution required within 15 days of award notification.
