About this file
Summary
This is a Technical Specifications document for the Lake Winola Municipal Authority's rehabilitation of an existing wastewater pump station, designated as Contract 25 for structural, mechanical, civil, and electrical work. The project involves replacing an existing precast concrete submersible pump station with an in-kind replacement unit, constructing an 8-foot diameter off-line manhole for bypass pumping operations, installing a temporary portable electric-powered pump and diesel-powered backup pump system, connecting low-pressure sanitary sewer lines with isolation valves, and installing an odor control system with associated electrical controls and power infrastructure. The scope includes unloading and installing Owner-provided pump station components (purchased through Costars from MidAtlantic Pump and Equipment Company), site work including erosion and sedimentation control, clearing and grubbing, and earthwork. The project is structured in two phases: Phase 1 involves installing the off-line manhole and temporary pumping system to divert flow while maintaining existing pump station operations; Phase 2 involves reconstructing the pump station once temporary systems are operational. A non-mandatory pre-bid meeting is scheduled for October 19, 2026, at 10:00 AM at the pump station site near Factoryville, Pennsylvania. Questions and site visits must be completed by October 22, 2026, with bids due October 29, 2026, at 11:00 AM via the PennBid online portal.
The bid requires a 10 percent bid bond drawn to the Lake Winola Municipal Authority. Payment is structured as lump sum and unit price items, with monthly payments made based on the percentage of completed work, less retainage as specified in the contract agreement. Mobilization costs are payable once five percent of work is completed. Bid items include: all structural, mechanical, civil, and electrical work (Item 1); mobilization (Item 2); additional test pits as directed by the Engineer (Item 3); allowances for storage and handling of Owner-purchased equipment (Item 4); and allowances for unanticipated work (Item 5). The project was partially financed by a grant from the Commonwealth of Pennsylvania's Department of Community and Economic Development. The temporary pump system must meet specific performance criteria, with the electric pump capable of 150 GPM at 130 feet total dynamic head and the diesel backup pump capable of 300 GPM at 135 feet total dynamic head. The contractor is responsible for 24-hour emergency repair services, equipment protection, proper documentation including record drawings, and close-out procedures including final cleaning and restoration of all disturbed areas.

➢ Install the Erosion and Sedimentation facilities and adjust the fence.
➢ Install the new Offline Manhole, then install the Influent Plug Valve Assemblies on each of the 2-6” pressure pipes and connect the Plug Valve Assemblies to the Offline Manhole. With the Plug Valve Assemblies connected to the Offline Manhole, the flow can be diverted to either the existing pump station or the new Offline Manhole. The operation of the valves will allow the existing pumping station to be isolated, and taken offline, for the construction of the new pump station, while the flow is being diverted to the new Offline Manhole, for Temporary Pumping to the WWTP. (See Drawings 105 for additional requirements see specification section 01501).
➢ Prior to diverting the flow to the Offline Manhole, install the Temporary Pump System, including controls, and the temporary piping, to receive sewage from the Offline Manhole and pump sewage to the existing force main.
