About this opportunity

The Utah Division of Purchasing is publishing a notice of intent to award an amendment to Contract 236163 (Utah Parkinson's Disease Registry) without engaging in a standard procurement process, with a public comment period closing September 14, 2026. The sole-source justification rests on transitional costs and the University of Utah's prior development and operation of the reportable disease database; transitioning to another organization would incur costly inefficiencies under Parkinson's Disease Reporting Rule R384-300.

The University of Utah Medical Center Neurology Department is the incumbent and proposed awardee. The contract scope covers statewide surveillance and reporting for Parkinson's Disease through a REDCap electronic database platform, effective September 1, 2026 through June 30, 2027 with renewal options. Deliverables include convening an Advisory Committee to develop a five-year strategic plan, recruiting and managing project staff (Principal Investigator, PD Scientist/Epidemiologist, Data Outreach Coordinator, REDCap Database Scientist), achieving 90% county coverage of healthcare provider reporting, and annually collecting data for no fewer than 1,000 PD patients including demographic information and residence history. The contractor must submit quarterly performance measure reports concurrent with invoicing and comply with HIPAA standards including transaction logging, audit trails, and encryption of data in transit and at rest. The Department of Health and Human Services will conduct two site visits per reporting period with quarterly progress meetings and will provide supplementary staffing support totaling 27% FTE equivalent.

The original contract value was $210,000 under solicitation RS23-9; it was increased to $1.05 million across five fiscal years ($210,000 annually in equal installments, $52,500 quarterly). The current amendment increases the total to $1.15 million, a $100,000 increase attributed to funding through HB 0002. No more than 10% of funds may be used for facilities and administration costs. Vendors contesting the sole-source determination must submit documentation of comparable capabilities or cost comparisons and certify compliance with Utah Code 63G-27 regarding economic boycotts and boycotts of Israel.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
