Summary of Utah Parkinson's Disease Registry Scope of Work
This is a Scope of Work amendment for the Utah Parkinson's Disease Registry, a collaborative effort between the Utah Department of Health and Human Services Healthy Aging Program and UMC Neurology Department at the University of Utah. The project establishes a statewide surveillance and reporting system for Parkinson's Disease (PD), effective February 13, 2023, through June 30, 2027. Key deliverables include convening the Utah Parkinson's Disease Registry Advisory Committee to develop a 5-year strategic plan by June 30, 2023, recruiting and managing project staff including a Principal Investigator, PD Scientist/Epidemiologist, Data Outreach Coordinator, and REDCap Database Scientist. The contractor must increase awareness of PD reporting requirements among healthcare providers, ensuring 90% county coverage, and conduct ongoing surveillance and evaluation activities to understand disease trends, causes, and disparities across population groups. The registry must annually collect data for no fewer than 1,000 PD patients through the REDCap database system, including demographic information, residence history, and contact information. Quarterly performance measure reports are due concurrent with invoice submissions, and the Department will conduct two site visits during each reporting period with quarterly meetings to monitor progress.
The contract is valued at $1,050,000 in total state funding allocated in equal annual installments of $210,000 across five fiscal years, with quarterly invoicing of $52,500 due on specified dates. No more than 10% of funds may be used for facilities and administration costs. The contractor must comply with strict HIPAA standards including transaction logging, audit trails, encryption of data in transit and at rest, and secure data storage with off-site backup procedures. Data ownership and custodial responsibility remain shared between the contractor and the Department, with all data managed through the Biomedical Informatics Core using REDCap. The Department provides supplementary staffing support including an epidemiologist, program coordinator, program manager, and administrative finance support totaling 27% FTE equivalent. All research conducted with registry data requires institutional review board approval from both the University of Utah and the Department.
