About this opportunity
The Utah Division of Purchasing is publishing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for Contract 216363 Amendment 6, a medication dispensing system extension and funding increase, with a public comment period closing July 31, 2026.
The Conducting Procurement Unit is the Utah Department of Correctional Health Services. The contract, originally awarded to BD CareFusion under solicitation CT21-70 as a sole-source procurement, is being extended under the impracticality exception: Correctional Health Services is actively engaged in a standard competitive bidding process for a new system but requires additional time to complete the procurement and finalize the agreement. The extension is justified to prevent service disruption during the interim transition period.
The scope is continued provision of a medication dispensing system with monthly support and maintenance. The original contract total was $352,114, increased to $563,707, and is now proposed to increase further to $613,707, representing a 74.29% increase from the original contract value. This specific extension request is valued at approximately $50,000. The original contract end date was May 12, 2026; the current end date is September 8, 2026; and the proposed end date is January 5, 2027, extending the contract by approximately 120 days.
The state asserts a claim of business confidentiality restricting public disclosure of pricing terms, incumbent performance metrics, and specific funding requirements associated with the amendment. All responding vendors must certify compliance with Utah Code 63G-27 regarding economic boycotts and boycotts of the State of Israel at submission and throughout the contract term. No bid protest, appeal, or court action prompted this extension request.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
