About this opportunity

The state of Utah's Division of Purchasing has issued a notice of intent to award Contract 196051 Amendment 2, which involves a funds increase and contract extension through a non-standard procurement process. The procurement is being conducted under exceptional circumstances that potentially justify a sole-source award without standard competitive bidding. The notice indicates that the procurement unit believes there are specific conditions warranting direct contract award, such as unique sourcing, significant transitional costs, or procurement circumstances that make standard competition impractical. According to the attached documentation, the procurement involves a specific scope of work detailed in the "3-Scope of Work and Quote" file, though precise details are partially redacted. The contract opportunity was posted on July 26, 2025, with a response deadline of August 2, 2025, allowing a short window for potential vendors to review and respond to the notice.

While specific set-aside designations are not explicitly detailed in the available documents, the procurement appears to follow Utah's procurement regulations that allow for non-competitive contracting under certain conditions. The attached "4-Quote - Redacted.pdf" and "1-Claim of Business Confidentiality Updated.pdf" suggest there are proprietary or sensitive elements to the procurement that necessitate careful handling. The contract seems to involve specialized services or goods where standard competitive procurement might not serve the state's best interests. The documentation indicates a potential single-source procurement, which implies unique vendor qualifications or capabilities. While exact budget ranges are not specified in the provided materials, the amendment suggests an existing contractual relationship with potential expansion of funds and contract duration. Interested parties are advised to carefully review all attached documentation, particularly the Part 8 notices and scope of work, to understand the full context of this procurement opportunity.

Opportunity text

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
