About this opportunity
AFSCME District Council 33 is requesting proposals for consulting services to conduct a comprehensive independent review of the District Council 33 Health and Welfare Fund's claims, costs, and reserves, with proposals due July 21, 2026.
The scope requires detailed analysis of the Fund's financial position, claims processing procedures, cost management strategies, and reserve adequacy. The consultant must deliver a report documenting findings, conclusions, and recommendations for operational improvements and cost containment. The engagement requires demonstrated expertise in health and welfare fund analysis, claims review, and actuarial assessment, with potential on-site review of Fund operations and documentation.
The City of Philadelphia has attached a Local Business Entity Certification form under Mayoral Executive Order No. 04-12, which applicants may complete to receive consideration as a positive evaluation factor. Certification requires compliance with Philadelphia Code Section 17-109(3)(b), including filing a Business Income and Receipts Tax return within the preceding 12 months and maintaining valid Commercial Activity Licenses for the preceding 18 months, or committing to employ City residents and perform work within the City during contract performance.
An LGBTQ Data Form is attached on a voluntary basis to collect diversity and inclusion information. The form requests identification of LGBTQ business ownership status and certifications by the National LGBT Chamber of Commerce through the Independence Business Alliance, as well as any certifications from the Eastern Minority Supplier Development Council, Pennsylvania Unified Certification Program, Disability:IN, or Women's Business Enterprise National Council.
Proposals must include all items specified on the RFP Submission Checklist dated July 2025, revised. Failure to include required documentation may result in proposal rejection or deeming the submission non-responsive. The contract is funded through the District Council 33 Health and Welfare Fund's administrative budget. Award is anticipated based on the firm demonstrating the strongest combination of technical expertise and competitive pricing.
