About this file

This is a Q&A document addressing submitted questions regarding the City of Philadelphia's Request for Proposals for Consulting Services to AFSCME District Council 33 Health and Welfare Fund (Opportunity 21260604140436). The project requires a comprehensive independent review of the District Council 33 Health and Welfare Fund's claims, costs, reserves, and health clinic operations. The scope includes analysis of the Fund's financial position, claims processing procedures, cost management strategies, reserve adequacy, and compliance-related cost risks specific to medical care-related compliance requirements including HIPAA and other applicable healthcare standards. Detailed information regarding the health clinic's location, services offered, and staffing levels will be collected during the engagement's discovery and assessment phase through document review, stakeholder interviews, and potential on-site or virtual assessments. On-site visits to the clinic are not mandatory but may be conducted if determined necessary for data collection and validation. The consultant will interact with both the City and District Council 33 during data collection, with specific roles and approaches to be determined during the onboarding phase. The selected firm must deliver a final report documenting findings, conclusions, and recommendations for operational improvements and cost containment developed in a vendor-neutral manner without proprietary-specific product recommendations.

The review should include recommendations for cost containment and improved financial performance approached from an objective audit perspective. An MWBE partner is not required; however, the City strongly encourages participation by small and locally owned businesses. Oral presentations will be conducted as a deliverable to select City of Philadelphia and District Council 33 stakeholders in non-public settings. Representatives from District Council 33 will be present during stakeholder engagement sessions, project meetings, and oral presentations, and the selected firm may be required to review, evaluate, and respond to substantive comments or feedback from District Council 33 prior to finalization of the report, with all coordination occurring through the City's project management team.

Responses to Submitted Questions Regarding City of Philadelphia Request for Proposals for Consulting Services to AFSCME District Council

33 Health and Welfare Fund (Opportunity 21260604140436)

1. The project includes a review of the D.C. 33 Health Clinic.

a. Question: Can you provide information on the clinic such as location, services offered, staffing levels, etc.?

Answer: Detailed information regarding the clinic’s location(s), services offered, staffing levels, and other operational characteristics will be collected and validated as part of the engagement’s discovery and assessment phase. This information may be gathered through document review, stakeholder interviews, and on-site or virtual assessments, in accordance with the scope and requirements outlined in the RFP.

b. Question: Is the selected consultant expected to perform an on-site visit to the clinic as part of the evaluation?

Answer: At this time, no determination has been made regarding whether an on-site visit will be required. On-site visits are not mandatory but may be considered if they are determined to be beneficial for completing the review in accordance with the scope and requirements outlined in the RFP. The selected firm should be prepared to conduct an on-site assessment if it is later determined to be necessary for data collection and validation.

2. Question: The review of the D.C. 33 Health Clinic includes a review of Compliance Related

Cost Risk. Is this specific to medical care-related compliance such as HIPAA, or risk management-related such as liability coverage?

Answer: This component of the review is specific to medical care–related compliance requirements, including, but not limited to, HIPAA and other applicable healthcare privacy, security, and regulatory standards.

3. Question: The scope of work of the D.C. 33 Health & Welfare Fund and Health Clinic includes recommendations for cost containment and improved financial performance.

Should we include recommendations for solutions that are proprietary only to our consulting organization, or approach solely from an audit lens?

Answer: The review should be conducted in a vendor-neutral manner with all findings and recommendations developed in alignment with the scope and specifications outlined in the RFP. The report should remain objective and without inclusion of proprietary-specific products.

4. Question: Will the selected consultant be expected to interact directly with D.C. 33 to collect data relevant to this project, or will the data come from the City?

Answer: The data collection approach—including any direct interaction with D.C. 33 and the respective roles of the City and the selected firm in providing project data—will be determined during the onboarding phase of the engagement.

5. Question: Is an MWBE partner required, and if so, what is the minimum allocation?

Answer: An MWBE partner is not required. However, the City strongly encourages participation by small and locally owned businesses.

6. Question: Please provide details on the oral presentation. Will this be a public meeting, and will this report be somehow “on the record”?

Answer: The oral presentation will be conducted as a deliverable of the consulting services agreement. At this time, the selected firm should assume that presentations will be made to select City of Philadelphia and D.C. 33 stakeholders and will not constitute a public meeting.

a. Question: Will representatives from D.C. 33 be present to discuss our findings?

Answer: Representatives from D.C. 33 will be present for stakeholder engagement sessions, project meetings, and oral presentations. The City reserves the right to include stakeholders as appropriate during the course of the engagement.

b. Question: Is there any expectation that consultant will need to respond to any rebuttals, and related additional analysis, from D.C. 33 prior to the approved final report?

Answer: The selected firm should anticipate engaging with relevant stakeholders, including D.C.33, and consider stakeholder feedback as part of the engagement.

The selected firm may be asked to review, evaluate, and respond to substantive comments or feedback received prior to finalization of the report. Any such requests will be coordinated through the City’s project management team.
