About this opportunity

Orange County, New York is seeking a consultant to provide comprehensive Consultant Services for its Traffic Safety Program through a Request for Qualifications (RFQ) issued on September 18, 2025. The program aims to reduce traffic injuries and fatalities by implementing targeted educational initiatives, with a primary focus on teen drivers aged 16-24. The selected consultant will be responsible for deploying four part-time Traffic Safety Educators to develop and execute various safety programs, including public information campaigns, school-based education, media outreach, and specialized safety efforts for different population groups such as Hispanic and Hasidic communities, seniors, and motorcycle riders. Proposals are due by 4:45 PM on September 29, 2025, with consultant selection expected by October 2, 2025. The evaluation criteria will assess proposals based on four key areas: qualifications of staff (20 points), experience administering similar traffic safety programs (60 points), availability of staff and resources (10 points), and references (10 points). The contract term is one year, with the possibility of a three-month extension, and will be funded through the New York State Governor's Traffic Safety Grant.

The procurement does not specify explicit set-aside designations or restrictions on respondent types. The contract is entirely grant-funded, with a total budget of $91,080, allowing up to 10% for administrative and overhead costs. The funding is subject to potential reduction or termination based on grantor decisions. The consultant will be required to provide comprehensive professional liability insurance and adhere to specific County policies and procedures. Payment will be structured quarterly based on itemized invoices, with the County required to remit payment within 60 days of invoice receipt. The agreement includes extensive compliance requirements, such as adherence to federal nondiscrimination statutes, lobbying restrictions, debarment certifications, and procurement guidelines. Notably, the program mandates Buy America requirements for purchasing steel, iron, and manufactured products, and prohibits using grant funds for motorcycle helmet usage checkpoints.
