About this file
This document is a Grant Addendum for the 2025-2026 Governor's Traffic Safety Program, involving the County of Orange, New York and an unspecified Consultant. The addendum amends an existing Agreement for Consultant Services, incorporating a Grant Agreement between the County and the State of New York for the Traffic Safety Grant Program. The document sets forth the terms for the Consultant's participation in the grant, including compliance with various federal nondiscrimination statutes, lobbying restrictions, debarment certifications, and procurement requirements.
The addendum requires the Consultant to adhere to strict guidelines, including compliance with federal nondiscrimination laws, restrictions on using grant funds, and certifications regarding lobbying and debarment. Key provisions include the Buy America requirement for purchasing only steel, iron, and manufactured products produced in the United States, and a prohibition on using grant funds for motorcycle helmet usage checkpoints. The document outlines potential sanctions for non-compliance, such as withholding payments, cancelling the agreement, or pursuing other remedies. The grant appears to be funded through federal transportation safety programs, with specific requirements for transparency, ethical conduct, and proper use of grant funds.
