About this opportunity
The South Florida Regional Transportation Authority (SFRTA) is seeking consultant services for a specialized procurement to evaluate and potentially negotiate a long-term maintenance agreement with Siemens Mobility for Charger locomotives. The primary objectives are to assess the benefits of entering into a Technical Support and Spares Supply Agreement (TSSSA) and, if deemed advantageous, assist with negotiating the agreement's terms. Key deliverables include a detailed project schedule, bi-weekly status meeting minutes, memoranda analyzing current maintenance operations, review of existing contract documents, and a final written recommendation on agreement execution. The consultant must have expertise in TSSSA assessments and negotiations, with experience in transportation and public sector agencies. Evaluation will be based on a two-part scoring system: a technical score (maximum 75 points) assessing firm expertise, personnel availability, and relevant experience, and a price proposal (maximum 25 points) calculated using a sliding scale formula. The proposal submission deadline is January 12, 2026, at 3:00 P.M. Eastern Time, with the last day for submitting questions being December 29, 2025, at 3:00 p.m. EDT.
The procurement does not explicitly specify set-aside designations, but it does incorporate Disadvantaged Business Enterprise (DBE) participation requirements under a revised framework effective October 3, 2025. Federal funding is involved, which necessitates compliance with multiple federal regulations, including civil rights, nondiscrimination, and labor protection standards. Contractors must comply with E-Verify employment authorization verification and provide various certifications, including drug-free workplace and human trafficking affidavits. The contract has a maximum budget not to exceed $100,000, with a six-month contract term from the Notice to Proceed date. Proposals exceeding $100,000 will be automatically rejected, and a 5 percent bid bond is required. Proposers must submit at least three references, current financial documentation, and comply with federal employment eligibility verification standards. SFRTA reserves the right to reject any proposals, request oral presentations, or conduct facility reviews of qualified proposers before contract execution.
