The consultant will assist SFRTA in assessing the feasibility and advantages of entering into a long-term maintenance agreement with Siemens Mobility for Charger locomotives and, if appropriate, will support negotiations of that agreement. The anticipated start date is late January 2026, with an accelerated timeframe targeting completion of Maintenance Agreement negotiations within approximately six months. Key deliverables include a detailed project schedule, bi-weekly status meeting minutes with action item lists, a Task 2 memorandum assessing SFRTA's current maintenance operations and providing recommendations on whether to pursue the Maintenance Agreement, a Task 3 memorandum reviewing Siemens contract documents and draft Maintenance Agreement terms, and a final written recommendation on execution of the agreement.

The scope requires the consultant to appoint a dedicated Project Manager as the primary point of contact with SFRTA, conduct in-person interviews with SFRTA executive management and Herzog Transit Services, Inc. (HTSI) personnel to understand current maintenance operations and facility capacity, and provide analysis of existing conditions and operational assessments. The consultant will review the Siemens purchase contract for necessary transition provisions and develop recommended edits to any draft Maintenance Agreement that address SFRTA's identified needs and concerns. All written documentation, including memoranda and recommendations, must receive prior written approval from the SFRTA Project Manager before final submission. No pricing information, set asides, incumbents, funding sources, or award dates are specified in this scope of services document.
