About this file
This is a Federal Funding Exhibits document for the South Florida Regional Transportation Authority (SFRTA) related to a Consultant Services for Locomotive Maintenance Agreement. The document establishes the administrative and compliance framework for contractors and subcontractors participating in federally-funded projects. The contract opportunity, beginning in January 2026, requires consultant services to assess the feasibility and advantageousness of SFRTA entering into a long-term maintenance agreement with Siemens Mobility for Charger locomotive maintenance, parts supply, and technical support, and to assist with subsequent negotiations if SFRTA elects to proceed. The exhibits within this document serve as required submission templates and certification forms that proposers must complete and include with their bids or proposals.
The exhibits outline mandatory compliance requirements for federal funding, including subcontractor participation schedules, monthly utilization reporting, Federal tax liability certifications, and debarment and suspension certifications required for awards of $25,000 or more. Contractors must provide System for Award Management (SAM) printouts confirming that the prime contractor and all listed subcontractors are not debarred. Additionally, contractors must submit certificates of disbursement to subcontractors, monthly invoicing documentation, and obtain notarized certification of subcontractor payment. The document requires contractor acknowledgment of adherence to Federal Funding Supplement provisions, the FTA Master Agreement, and applicable FTA Circular regulations. All subcontractors must be identified and detailed in the proposal, with their contract values, work descriptions, and trade disciplines clearly specified.
