About this opportunity
The City of Tucson is seeking proposals for an annual requirements contract for miscellaneous construction surveillance services, specifically for Transportation construction projects. This procurement (RFP No. 230098) aims to establish a one-year contract with two optional two-year renewal periods, with services to be requested on an as-needed basis. Proposing firms must provide construction inspection and materials sampling services, with required personnel holding specific certifications such as Arizona Technical Institute (ATTI) and American Concrete Institute (ACI). The contract will utilize Regional Transportation Authority (RTA) funding, and the RTA will be listed as an additional insured on the contract. Evaluation criteria will focus on the experience and expertise of the firm and personnel, past performance, and pricing proposal. A pre-proposal meeting was scheduled for February 28, 2023, with proposals due on March 9, 2023, at 2:00 PM local Arizona time. Hourly rates will be based on different inspector levels, including Landscape, Electrical/Communications, Demolition, Inspector I, II, III, and Materials Testing Inspectors, with both regular and overtime rates considered.
The procurement includes specific requirements for disadvantaged business participation and adherence to federal regulations, particularly those outlined in the Federal Transit Administration (FTA) Terms and Conditions. Contractors must comply with Section 3 Program guidelines, which mandate that 25% of labor hours be performed by Section 3 Workers, with 5% specifically by Targeted Section 3 Workers. Insurance requirements are comprehensive, including Commercial General Liability, Commercial Automobile Liability, Worker's Compensation, and Professional Liability, with specific coverage limits. While no specific budget range was explicitly stated, the contract structure suggests a flexible, as-needed approach to service procurement. Contractors must also meet various federal compliance requirements, including Buy America provisions, Clean Air and Water Act standards, and non-discrimination policies. The procurement emphasizes local economic development and opportunities for low-income workers, with potential for contract termination or debarment for non-compliance with established guidelines.
