Bernalillo County Procurement & Business Services Department, on behalf of the Public Works Division Technical Services Department, is soliciting sealed bids for construction services related to the Los Vecinos Tijeras Creek Pedestrian Bridge project located in Tijeras, New Mexico near Roosevelt Middle School and Los Vecinos Community Center. This project requires the construction and installation of a new single-span pedestrian bridge featuring a prefabricated steel truss superstructure measuring 124 feet center-to-center between bearings with an 8-foot clear width, including two 24-inch diameter drilled shaft foundations extending 46 feet each, reinforced concrete abutments with wingwalls, and bank protection tie-ins to recently constructed creek restoration slope infrastructure. Deliverables encompass the prefabricated bridge installation, structural excavation and backfill operations, concrete work (approximately 18 cubic yards), riprap bank protection placement, removal and replacement of asphalt trail surfaces, bridge lighting with recessed fixtures, electrical connections to existing power supply, railing installation (81 linear feet), removable bollard installation, and revegetation of disturbed areas across approximately 1 acre. Prospective bidders must be licensed contractors in New Mexico and must submit sealed bids electronically through the County's Bonfire eProcurement system by April 22, 2026 at 2:00 p.m. local time, with a non-mandatory pre-bid conference scheduled for April 10, 2026 at 2:00 p.m. via Microsoft Teams. Bid security equal to five percent of the total bid amount is required, along with performance and labor/material payment bonds each at 100 percent of contract price, a $15,000 barricading bond, and proof of commercial general liability and workers compensation insurance. The project completion timeline requires 255 calendar days from the notice to proceed, with liquidated damages assessed at $2,000 per day for delays, and contract award is anticipated within 90 days of bid opening.
Bidders may qualify for state preference designations of 5 percent for resident contractors or 10 percent for resident veteran contractors, as well as county preferences of 5 percent for local businesses, small businesses, or pay equity businesses, with the total preference not to exceed 15 percent. Contractors and subcontractors with contracts exceeding $60,000 must register with the New Mexico Department of Workforce Solutions prior to bid submittal, and prevailing wage rates apply per New Mexico Department of Workforce Solutions wage decision BE-26-0881-A, effective January 1, 2026. The project involves coordination with multiple utility companies including AT&T, Bernalillo County utilities, cable providers, Century Link, Comcast, New Mexico Gas Company, and PNM Electric, as well as coordination with Albuquerque Public Schools and ABQ Ride transit. The contractor will be responsible for construction staking, traffic control, NPDES storm water permitting, erosion control, and as-built documentation. The estimated total project cost is $1,500,000.00 with no federal funding involved, and payment terms require Bernalillo County payment within 21 days of receipt of undisputed payment requests, with contractors required to pay subcontractors and suppliers within seven days of payment receipt.
