About this opportunity

Hall County Government is seeking a contractor for the Construction of the Realignment of White Sulphur Road - Phase II, an infrastructure project located in central Hall County, Georgia. The procurement is a formal Invitation for Bid (IFB) #029-46, with bids due on November 20, 2025. The project involves realigning approximately 0.66 miles of White Sulphur Road from Cagle Road to State Route 365/Cornelia Highway, with specific roadway design specifications including three 11-ft travel lanes, varied shoulder configurations, a share-use path, and sidewalks. Key deliverables include installation of drainage structures, storm drainpipes, water lines, traffic signals, landscaping, and comprehensive erosion and sedimentation control measures. The contract duration is estimated at 18 months, with substantial completion expected within 548 days of the Notice to Proceed. Contractors must be GDOT prequalified or registered, with specific bid requirements based on contract value. Evaluation criteria will focus on selecting the lowest responsive and responsible bidder, with both base and alternate bid options available for consideration.

Bidders must submit two hard copies of their proposal and provide a 5% bid bond, with successful contractors required to furnish performance and payment bonds equal to 100% of the awarded contract amount. While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, contractors must meet GDOT prequalification standards. The project will be funded through Hall County, with liquidated damages assessed for calendar days exceeding the final completion date. The geotechnical report indicates the project involves constructing two mechanically stabilized earth (MSE) walls ranging from 14 to 26 feet in height, with subsurface investigations revealing predominantly residual soils in the Piedmont Physiographic Province. Though exact budget ranges are not specified, the comprehensive scope of work—including road realignment, infrastructure installation, and complex wall construction—suggests a significant capital investment. Contractors should carefully review the detailed specifications, particularly the technical requirements outlined in the accompanying government files, to ensure full compliance with Hall County's engineering and environmental standards.
