About this opportunity

Orange County, Florida is requesting proposals for Construction Manager at Risk Services for the Orange County Convention Center West Building BAS and HVAC Upgrades under RFP Y26-813, with sealed responses due September 15, 2026 at 4:00 PM EST via the OpenGov e-Procurement Platform. A non-mandatory pre-proposal conference is scheduled for August 12, 2026 at 11:00 AM via Microsoft Teams, and questions are due August 31, 2026 at 5:00 PM EST.

The CMAR will manage final scope identification, budgeting, design/constructability reviews, demolition, construction phasing, value engineering, and project closeout for comprehensive upgrades to the BAS and HVAC systems serving the Convention Center's food service facilities, exhibit halls, and public concourses. The selected CMAR must provide a guaranteed maximum price (GMP) with full disclosure of actual costs under an open-book approach and secure payment and performance bonds to the estimated project cost with surety rated A- or better by A.M. Best Company.

The estimated design cost is $4.65 million and estimated construction cost is $51.84 million. Work will be performed seven days per week during 6:00 PM to 6:00 AM hours to accommodate ongoing Convention Center operations, with any schedule deviations requiring 48-hour advance approval from the OCCC Project Manager. The facility remains occupied throughout construction; all contractor staff must obtain Level 1 background clearance and Orange County photo identification badges before starting work.

The scope includes replacement of select HVAC equipment (Air Handling Units, Fan Coil Units, VAV boxes), building-wide conversion to a unified BAS front-end system with BAC net protocol communication, and integration of freezers and coolers into the BAS. Mechanical specifications address ductwork design, chiller and boiler systems, pump and motor requirements, and commissioning. Electrical Level 1–4 specifications and fire protection requirements establish technical baselines. Contractor must submit daily construction reports documenting activities, manpower, safety incidents, and materials within 48 hours of completion, with monthly reports filed in the e-Builder system.

Evaluation criteria are weighted: project team skills and experience (15 points), project approach and understanding (25 points), similar projects experience for the proposed On-site Senior Project Manager and On-site General Superintendent (15 and 10 points respectively), location (10 points), and financial stability (5 points). A minimum threshold of 60 percent of maximum total points is required to proceed. The respondent must be a licensed Florida General Contractor in good standing and must comply with all applicable federal and state laws, obtain required permits, maintain a drug-free workplace, complete E-Verification certification, and execute a Human Trafficking Affidavit prior to contract execution.
