About this opportunity
The Tahoe Transportation District is soliciting proposals from qualified general contractors to serve as Construction Manager at Risk for the Nevada State Route 28 Central Corridor Safety Improvements, Shared-Use Path, and Environmental Sustainability Project (Sand Harbor to Thunderbird Cove), with proposals due October 28, 2026 at 11:00 a.m. Pacific time and a nonmandatory pre-proposal meeting on October 6, 2026.
Proposers must be Nevada-licensed general contractors, not engineering firms. The DBE participation goal for the pre-construction services phase is zero percent. Proposers must demonstrate bonding capability up to $50 million and maintain a valid Nevada Business License. The selected contractor will perform 100 percent of pre-construction services and a minimum of 30 percent of total construction work.
The scope encompasses approximately 1.75 miles of multi-use trail (10-foot-wide pathway with 2-foot-wide shoulders) with a vertical rise of nearly 300 feet across steep slopes in forested terrain. Work includes retaining walls (soil nail walls, mechanically stabilized earth, cast-in-place concrete), potential elevated bridge segments with micropile foundations, a precast concrete box culvert, safety improvements along SR 28, and water quality enhancements. The geotechnical investigation identified granular sandy soils underlain by Cretaceous granitic bedrock, with seismic design criteria at AASHTO LRFD Seismic Zone 4 and Site Class C. Construction will occur in two seasons: May–October 2027 and May–October 2028, with completion no later than October 2031.
The estimated construction cost ranges from $30 million to $40 million. Project funding includes local, state, and federal sources administered by the Nevada Department of Transportation on behalf of the Federal Highway Administration. Prevailing wage rates per Davis-Bacon or Nevada Labor Commissioner rates, whichever is higher, apply. The pre-construction phase is anticipated to run January 2027 through February 2028.
Evaluation will be two-stage: an Evaluation Panel will score and shortlist proposals on a qualifications basis, followed by separate interview scoring and ranking. Written questions are due October 9, 2026. The Notice of Intent to Award is anticipated in January 2027, with TTD Board approval and Notice of Award in February 2027. The Construction Manager may submit construction GMP or fixed price bids no more than twice. All required forms, including Buy America and Build America certification, breach of contract and debarment certifications, organizational conflict of interest disclosure, OSHA Form 300A safety records (2022–2025), and Insurance Experience Modification ratings, must accompany the proposal. Proposals must remain open for acceptance for 180 days.
Opportunity text
This RFP is a single-step procurement that includes the submission of a Proposal, a shortlisting of firms by an Evaluation Panel based on the scoring of the Proposal, the ranking of firms based on the separate scoring of an interview, and negotiations preceding entering into the Pre-Construction Services Agreement. TTD is soliciting written Proposals from qualified general contractors to provide CMAR services for the SR 28 Central Corridor Trail (Sand Harbor to Thunderbird Cove) project (the "Project") as described in Section 1.3 and Appendix A.
General contractors interested in submitting a Proposal are requested to submit one (1) Proposal that addresses the pre-construction CMAR services and the potential construction of the Project if TTD accepts any of the Construction Manager's Construction GMP bids or fixed price bids and successfully negotiates the terms and conditions of a Construction Contract with the Construction Manager. Selection of a general contractor to serve as the Construction Manager for the pre-construction phase will be on a qualifications basis in accordance with the evaluation criteria set forth in Section 4 of this RFP. TTD expects that the Construction Manager and any of its team members shall be general contractors and not engineering firms.
