About this file

This is a Risk and Schedule Analysis report prepared by RSPS for the Tahoe East Shore Trail - Central Corridor - Phase I project, managed by the Tahoe Transportation District (TTD). The project involves the construction of 1.89 miles of multiuse trail extending from north of Sand Harbor State Park to Lodge Beach Trail, featuring a 10-foot-wide paved surface with 2-foot shoulders and at least 9 lookout vista locations. The report provides an Opinion of Probable Cost (OPCC), Value Engineering recommendations, a risk register, and a Critical Path Method (CPM) schedule. Key design challenges include steep topography with cross slopes up to 1:1, large boulders and rock outcroppings, limited construction access, and the need to maintain SR 28 traffic capacity. The project is segmented into four areas: Sand Harbor Segment, North Segment, Central Segment, and South Segment (Lodge Beach Trail), each with distinct structural and environmental considerations. The design process is scheduled in three phases with a 30% design milestone targeted for October 15, 2025, a 60% milestone for April 10, 2026, and final 100% design completion by August 28, 2026. Construction is planned in two seasons, with Season 1 running from May 3, 2027, to October 15, 2027, and Season 2 from May 1, 2028, to October 13, 2028.

The analysis identifies significant cost savings through value engineering recommendations, including replacing double-stacked retaining walls and soil nail walls with graded slopes and gravity walls where feasible, with potential savings of 80-90% in certain segments. For the challenging Central Segment between stations 95+00 and 124+00, the report recommends a concrete viaduct approach at approximately $3,900 per linear foot as a cost-effective alternative to large steel bridge structures at $10,000 per linear foot or segmental steel bridges at $6,700 per linear foot. A 30% risk reserve of $2,367,000 has been established, with identified risks including traffic closure approvals, material cost escalation (15% tariff exposure on $5 million ROM), utility coordination, soil nail production rates, site access and logistics, permit processing delays, and environmental impacts. The report recommends a Construction Manager at Risk (CMAR) contracting approach to allow for design and bidding alternatives, particularly for the structural systems in the challenging Central Segment. Early long-lead procurement is critical, with materials needed by January or February 2027 to support the May 2027 construction start date.

Engineering Review

Tahoe East Trail - Central Corridor – Phase I (Tahoe

Transportation District)

Introduction

This report summarizes the findings of the Opinion of Probable Cost (OPCC) and Value

Engineering report for the Tahoe East Shore Trail - Central Corridor - Phase I. Included is the Risk Register and anticipated project schedule. The project consists of 1.89 miles of multiuse trail extending from the North of Sand Harbor State Park to Lodge Beach Trail where it will connects to the Central Corridor Phase II project. It includes a 10 ft wide paved surface with a min of 2 ft wide shoulders on each side of the trail. At least 9 lookout vista locations have been identified in the preliminary design. The trail alignment has been designed per ASSHTO design criteria, ABA Chapter 10 trail standards, and focused on limiting environmental impacts. A significant portion of the original design included double stacked retaining walls on the lake side of the trail and soil nail walls along the SR 28 side of the trail. Since the NVE conduits and sewer lines have been removed from the project, a significant portion of these can be eliminated and/or reduced.

The topography and vegetation varies significantly along the route. Cross slopes vary significantly, going from flat in areas in the Northern segments to select areas with cross slopes up to 1 to 1 between sta 95+00 and 121+00. In addition to the cross slopes there are a significant number of challenges with the construction of the trail including: large boulders, steep elevation gains, large areas with rock outcroppings, limited construction access, existing trail access concerns, existing utilities, and requirements to maintain traffic capacity on SR 28. The focus of this report is mitigating the challenges with the site conditions and selecting the best value construction methods and identifying any constructability challenges with the current project approach.

RSPS Scope of Service

This report is to provide initial opinion of probable construction costs (OPCC) based on a very preliminary design. The project schedule and risk register have also been provided as reference documents. Since design details have not yet been fully developed, placeholder quantities have been utilized in cooperation with the design team to help identify ideal construction methods to maximize budget and minimize risk. As the design is refined, so too will the OPCC, risk register, and supporting CPM schedule. These documents will be refined and republished throughout the design process.

Sand Harbor Segment

The Sand Harbor Segment comprises the trail section which goes through/adjacent to

Sand Harbor State Park. The major challenge associated with this segment is coordinating with the existing improvements while at the same time planning for future improvements at

Sand Harbor. The timing of the Sand Harbor improvements will greatly impact the final cost and the design approach for this segment.

Key Challenges:

• Sand Harbor Construction Timeline

• Park Access and Internal routing

• Topography adjacent to SR28

• Future Sand Harbor Entrance

• Limiting tree impacts

• Construction site access

Several alignments were considered in the 30% design workshop on Sept. 28th, 2025.

Independent of the final alignment it is recommended that the design incorporate graded slopes and/or stepped rockery walls vs MSE or Soil nail walls wherever possible. This will reduce costs significantly and blends into the existing environment to achieve a more natural appearance. The largest expense for this segment will be the undercrossing at the

Sand Harbor Park entrance as the access and grade requirements drive the design to have significant soil/rock retaining needs. A combination of rockery walls, graded slopes, and gravity walls can be utilized for the final wall design as the trail approaches the tunnel under the Park entrance. Maximizing the side slope angles by adding rip rap or other forms of slope protection is an alternative that should be considered. We recommend that the final profile minimize retaining walls as much as possible to control cost and mitigate risk due to unforeseen conditions.

North Segment

The North Segment is comprised of dense foliage with slight to moderate cross slopes.

Even though this segment appears to have the least structural requirements it does have the opportunity to be the most affordable and have the most efficient design if the team is selective in how grade deviations are addressed. The variability in the foliage and existing boulders is a major challenge that is anticipated.

• Medium to Large “Hidden” Boulders

• Heavy foliage

• Social trail access

• Limiting the downhill slope impacts

• Excavations through large rock outcroppings

Based on the existing conditions it is recommended the design incorporates graded slopes along this segment of the project. The original design shows several retaining walls, which appear to be able to be converted to graded slopes or stacked rockery walls, reducing costs by as much as 80-90%. Adjustments to the profile to reduce fill sections, such as the section at sta 64+00 thru 72+00, to reduce fill volumes can further reduce import needs on the project.

Significant cost savings can be realized if the contractor is able to harvest and process existing boulders to create rockery walls along the alignment where graded slopes would extend beyond an acceptable distance. This is compatible with the previous phase where similar retaining methods were utilized as successful slope protection. Due to the roundness of the native boulders, specifications will need to address the physical properties such as angularity so contractors have guidance on how to process any harvested boulders.

Figure 3: Left Photo - Existing slope protection on Existing trail segment. Right Photo - Large rock outcroppings incorporated into slope and trail alignment.

Central Segment

The Central Segment is the most challenging portion of the project. It is comprised of steep running slope grades and significant cross slope grades. The team is challenged with incorporating access points for maintenance crews and emergency access. While the foliage is not as heavy as other portions of the project, the number of tree impacts is significant. The team will need to ensure any alignment or grade changes mitigate as many impacts as possible.

• Steep Grades

• Cross Slopes up a 1 to 1

• Social Trail Access to Bonsai Rock

• Large Boulders and Outcroppings

• Maintenance Access from SR28

• Significant Tree Impacts

Figure 4: Left Photo – Lower Bonsai Rock Trail Right Photo – Upper Bonsai Rock Trail Access

The original 30% design incorporated a combination of soil nail and double stacked retaining/MSE walls on a majority of the trail South of sta 90+50. Based on RSPS’s analysis the cost of these systems become more expensive as the lower retaining wall heights require MSE walls construction and when substantial soil-nail walls are required.

As the native rock face slope increases over a 2 to 1 cross slope the advantage of alternative methods such as segmental steel bridges or concrete viaducts become more viable and preferred when cross slopes approach a 1 to 1. Previous discussions with the team indicated that max gravity wall heights are between 6 and 10 ft. Structural limitations of gravity walls versus MSE walls will be a major determination of the OPCC. Due to the excavation requirements it is anticipated that the cost will greatly increase where large volumes of soil and/or rock removal are required. Final cost determination is dependent on strap length requirements, excavation limits, and fill placement procedures.

The specifics or the limits of an elevated trail system still need to be evaluated, but RSPS recommends that between sta 95+00 and sta 124+00 a concrete viaduct or segmental bridge system can be incorporated into the design. RSPS performed a cost comparison between concrete viaducts with micro-pile foundations, large steel bridge structures, and segmental steel bridges with micro-pile foundations. Based on research the cost for those segments are anticipated to be in the range of $3,900/linft for a concrete viaduct, $10,000/linft for large bridge structures, and $6,700 /linft for segmental steel bridges. The foundation systems between the viaduct method and segmental bridge approach are similar and may offer an opportunity to have these as alternatives in the bidding and contracting process. If a CMAR contracting approach is selected this can be vetted out in negotiations.

A full cost analysis between a segmental steel bridge and a concrete viaduct indicates that a precast concrete system can be constructed for around 58% of the cost of a steel segmental system. The viaduct maintains the design continuity to the demonstration project, since their profiles are similar to a segmental bridge system. The design may require closer support spacing, however that allows for lighter segments for the construction team and crane needs. This reduces the operational and equipment needs for construction. Both systems require a portion of the elements to be manufactured offsite, however there is more onsite construction with a concrete viaduct. Steel pricing was identified as a considerable risk factor due to material pricing fluctuations. An added benefit to concrete is that their surfaces tend to be more durable than steel surfaces in the long run and require less maintenance.

South (Lodge Beach Trail) Segment

There is a significant opportunity to realize cost savings on the Southern segment when compared to the original design, which included a significant portion of the retaining walls as double stacked MSE walls on the lake side and soil nail walls on the SR28 side of the trail. Both options have significant costs associated with their use. This portion of the project includes significant elevation gains with moderate to slight cross slopes.

• Steep elevation gains

• Moderate cross slopes

• Deep fill sections

• Connection to future phase II

• Maintenance of Lodge Beach Trail

Figure 6: Left Photo - Southern Section Adjacent to SR28. Right Photo: Northern Segment – Granite slab sections and steep cross slopes.

If the alignment of the trail can be adjusted where the heel of the existing road embankment abuts the edge of the trail a significant amount of upper retaining walls can be eliminated on the SR 28 side. A review of the current profile seems to indicate that soil nail walls from sta 121+00 thru 140+00 can be greatly reduced and in some instances removed completely (Sta 133+65 through 140+00).

The existing topography appears to allow for a combination of graded slopes and retaining wall construction similar to what is recommended for the Northern segment. Large rock outcroppings and granite sections will make any excavation significantly more expensive at the Northern portion of this segment. If the design can limit the use of MSE wall sections, Appendix D – Project Schedule

Pedestrian/Business Access Work Windows @ Sand Harbor

Concern for business access to bars/restaurants.

Feedback from business owners is for work to happen. Spec requires maintainable access to businesses. Coordination with Sand Harbor Improvement Plan and Thunderbird Lodge

Active RSPS TTD/GC 75% $ 100,000 $ 75,000 0 0 Deliverys at night, discuss viability to minimize impacts to existing local business (also at north end/Incline).

Recommend review IGVID permit/ language.

3 Public Outreach Concern to express and commuicate with stakeholders

Active RSPS GC 0% $ - $ - 0 0 Assume part of basis/ original contract for scope of work

4 Big Event Coordination Memorial Day, July 4 and Labor Day, etc to be addressed w/r to lane closures

Active RSPS TTD/GC 75% NA $ - 28 21 Assume part of basis/ original contract for scope of work. To be included/assume as part of contract

5 Tarriffs/ Material Cost Escalation Assume 15% tarriff on $5M ROM Active RSPS RSPS 50% $ 750,000.00 $ 375,000 0 0 BABA assumed to be not required for this project.

Steel segement approch (tariff exposure); versus viaduct local assume fab in Montana.

6 Utility Coordination Ext Utilities at Sand Harbor; Sewer/Water in SR28 need to be protected versus SNW anchor operations

Active RSPS ATK 50% $ 1,500,000.00 $ 750,000 21 0 Ideally line be abandoned; current assumption to design around lines. Slows production to miss the impact to existing line. Assume soil nail costs by 25%

SNW Production Rate - EXPOSURE TO 3rd

CONSTRUCTION SEASON

Production rate for installing soil nails can range significantly, from approximately 15 nails per hour for a three-person crew like Summerlin Pkwy project to 250 nails per day using a high-speed, launcher-based system. Rates are influenced by factors like nail length and diameter, soil type and conditions, chosen installation method (e.g., conventional drilling vs. air cannons), the number of crew members, and the complexity of the project

Active RSPS All 75% $ - $ - 0 0

8 Labor/Resource Concerns In busy market, crews could be thin. Will need two crews to meet 5 month window for Season 1.

Active RSPS NA 25% $ - $ - 0 0 Contract language to protect TTD from crews expected to meet the agreed to approach by contract.

9 Design Changes / Scope Growth TBD alignment decisions/ Changes Active RSPS TTD/ATK 20% $ - $ - 0 0

10 Design Changes / Scope Growth 2

Specific to Sand Harbor Improvements since they control driveway location and tunnel location.

Dictates aligned of tunnel based on Sand Harbor Improvements. NSP coordination and two GC potentially occupying same space

Active RSPS TTD/ATK 90% $ 110,000.00 $ 99,000 0 0

Valid concern and risk, however ideally minimal cost/day impact. Conern to connect trail if Sand Harbor segment removed. Consider for interim improvement.

11 Early/Long Lead Procurement To start May 3, 2027; need early material NTP Jan/Feb 2027 for SNW, MSE and Tunnel TBD

Active RSPS ALL 75% $ - $ - 28 21 Assume 10 weeks longest lead item.

12 Site Access/Logistics/Lay Down Material storage, site staging availability. Cost exposure for rental/ acceptable staging rental.

Active RSPS TTD/GC 100% $ 250,000.00 $ 250,000 28 28 US Forest project availabiliy consideration follow Marlet Creek restoration project. Otherwise huge exposure for trucking off site

13 Permits (Environmental, TRPA) NDOT staffing/ process to review. Need to ensure timeframe agreeement between TTD and NDOT to review/ approve plans.

Active RSPS TTD/GC 50% $ - $ - 28 14

14 Temporary Pedestrian Paths Establish expectation at Sand Harbor for temp routes Active RSPS ATK 0% $ - $ - 0 0 Group decide non issue

15 Complete Export and Import

TBD Design balance for use of specified material.

What % of excavated matl can be reprocessed IE resistivitey required for MSE walls. Need to address in specifications

Active RSPS ATK 5% $ - $ - 0 0 TBD Small crushing operation (noise ordinance, permits). MSE fill has very specific material requirements
