About this opportunity

The Okaloosa County Board of County Commissioners is issuing a Request for Qualifications for Construction Management at Risk (CMR) Services for a new Public Works & Growth Management Facility located in the Crestview area off Arena Road on approximately 170 contiguous acres. The procurement seeks a single qualified firm or individual licensed to practice in Florida to provide two separate contracts: Part A covering pre-construction services compensated on a cost-plus-fee basis with negotiated hourly rates, and Part B addressing construction phase services compensated as a percentage of the Guaranteed Maximum Price (GMP). The facility project encompasses approximately 20 acres of developed area with 56,000+ square feet of structures, including a 40,800 square foot administrative building, a 19,657 square foot fleet maintenance building with two open vehicle bays, a 13,350 square foot equipment storage building, a fuel station, a Household Hazardous Waste building, and various support structures including vehicle wash areas and parking accommodating approximately 150 spaces. Required deliverables include pre-construction planning, design review, value engineering recommendations, cost estimating, critical path scheduling, bidding administration, construction management with on-site staff, quality assurance, change order administration, permit coordination, and closeout services including a one-year general warranty period. The evaluation criteria are weighted as follows: Construction Experience of the Firm (20 percent), Project Understanding and Approach (35 percent), Proposed Project Team (25 percent), Availability of Workload and Willingness to Meet Time Requirements (10 percent), Past Projects and References (5 percent), and Additional Information and Comments (5 percent). Proposals must be submitted electronically through the OpenGov portal no later than April 28, 2026, at 3:00 p.m. CST, with a deadline for questions on April 21, 2026, at 3:00 p.m. The selection committee will meet the week of May 11, 2026, followed by contract negotiations from May 18 through June 1, 2026, and Board of County Commissioners approval anticipated on June 16, 2026.

Respondents must hold a current Florida General Contractor license and comply with all applicable state and federal regulations, as this is a federally grant-funded project. All applicants are required to submit fourteen specific response documents, including Drug-Free Workplace Certification, E-Verify Compliance Certification, Government Debarment and Suspension Certification, and a Certificate of Good Standing from the Florida Department of State. Proposals are limited to no more than 11 pages in 12-point font minimum and must include an organizational chart showing key areas of responsibility. The procurement is governed by the Florida Consultants Competitive Negotiation Act (CCNA) under Chapter 287.055, Florida Statutes, and selection and negotiations will conform to County policy. The project operates on an "open book" basis with all cost savings, including unused contingency savings, value engineering savings, direct purchase tax savings, and buy-out savings, returned to the County. The specific award value or budget range is not disclosed in the available documentation; however, responses remain subject to acceptance or rejection for 90 calendar days following the opening date, and the County reserves the right to award to the highest-ranked responsive respondent or reject any and all submissions at its discretion.
