About this opportunity

Oakland University Facility Management is soliciting proposals for a preferred supplier relationship for construction management (CM) and general contracting (GC) services focused on small projects. The procurement seeks vendors capable of executing general construction projects ranging up to $100,000, with potential for expansion at the university's discretion. The initial contract term will span three years from January 1, 2026, through 2028, with options to extend for two additional one-year periods. Proposals will be evaluated on a 100-point scale, with points distributed across experience and qualifications (20 points), project approach and turn-around times (20 points), references (30 points), and cost (30 points). Vendors must demonstrate comprehensive capabilities in project execution methods including competitive bidding, design assist, negotiated scopes of work, and self-performance. Proposals are due on October 15, 2025, by 2:00 PM EDT, with questions accepted until September 24, 2025. Submission requires electronic submission via Grizzfiles, with interested bidders required to request an upload link at least five days prior to the bid submittal by emailing hamilton@oakland.edu.

The procurement appears open to multiple vendors and does not specify specific set-aside designations for disadvantaged enterprises. The university will require substantial insurance documentation, including workers' compensation, commercial general liability, auto liability, and excess umbrella coverage. While no specific budget range is explicitly stated, the projects are capped at $100,000 per engagement, with potential for expansion. All work will be subject to prevailing wage provisions, and the university reserves the right to convert projects into alternative delivery methods such as design-build or construction phase services. The contract does not guarantee any specific business volume, and this represents Oakland University's first attempt at establishing such a supplier relationship. Vendors will need to provide detailed organizational data, project experience, safety records, and a comprehensive project approach to be considered for the preferred supplier status.
