About this opportunity
The City of Buda, Texas, is issuing Request for Statements of Qualifications (RSQ) #FY26-013 to develop a pre-qualified consultant pool for construction inspection services on municipal projects over a three-year term. The City seeks qualified firms with proven expertise in comprehensive construction inspection and quality assurance services for public infrastructure improvements, including roadway and pedestrian facilities, water and wastewater utility systems, drainage infrastructure, and related appurtenances. Inspection services deliverables include on-site field inspections, materials verification, coordination of laboratory and field testing, documentation of contractor compliance, communication with project stakeholders, and support for project closeout and final acceptance. Respondents must demonstrate professional capability, relevant project experience with references, appropriate insurance coverage (workers' compensation, commercial general liability of at least $1,000,000 combined single limit, and comprehensive automobile liability of at least $1,000,000 combined single limit), and compliance with City of Buda standards, Texas Department of Transportation standards, and Texas Commission on Environmental Quality specifications. Sealed responses are due by 2:00 PM CT on November 24, 2025, at City Hall (405 E. Loop Street, Building 100, Buda, TX 78610), or via electronic submission through the Bonfire procurement portal at https://budatx.bonfirehq.com. The City will conduct committee review and scoring in December 2025, with an anticipated award date in January 2026. Evaluation criteria include RSQ conformance (5%), experience (25%), capability (20%), communication (10%), key personnel (15%), quality (15%), familiarity and proximity to City of Buda (5%), and Historically Underutilized Business certification (5%).
Qualified respondents may receive additional evaluation consideration for Historically Underutilized Business (HUB) certification through the Texas Comptroller of Public Accounts; firms holding active HUB status are eligible for evaluation points as part of the selection process. All respondents must complete required certifications including House Bill 89 verification (confirming non-boycott of Israel), conflict of interest questionnaires, foreign entity disclosure forms, and HUB certification documentation if applicable. Inclusion on the pre-qualified consultant list does not guarantee contract award; the City will consider firms on this list for future project-specific contracts as municipal needs arise. No specific contract values or budget ranges are disclosed in the solicitation materials, as this RSQ establishes a qualified vendor pool from which individual project contracts will be negotiated separately. No existing incumbent vendors or current contractors are identified in the solicitation documents.
