About this file

This is a certification requirement document related to House Bill 89 (HB 89) verification for the City of Buda, Texas, in connection with a construction inspection services contract opportunity. The document requires bidders and contractors to certify under oath that their company does not currently boycott the country of Israel and will not boycott Israel during the term of any resulting contract. The certification applies to all companies bidding on City of Buda projects under Texas Government Code Chapter 2271, with the requirement that an authorized representative of the company sign and date the verification form as part of the submission process.

The document outlines two exemptions to the boycott certification requirement: contracts with companies employing fewer than 10 full-time employees, and contracts valued below $100,000 paid wholly or partly from public funds. The file defines "boycott Israel" as refusing to deal with, terminating business activities with, or taking action intended to penalize, inflict economic harm on, or limit commercial relations with Israel or persons and entities doing business in Israel or Israeli-controlled territory, excluding actions taken for ordinary business purposes. The certification requirement applies to all for-profit business entities including sole proprietorships, organizations, associations, corporations, partnerships, joint ventures, and limited liability companies, as well as their subsidiaries and affiliates.
