About this opportunity
Granite School District is issuing an Invitation for Bids (IFB) for construction services to install a new fire alarm and carbon monoxide detection system at Churchill Junior High School located at 3450 East Oakview Drive, Millcreek, Utah. The procurement seeks a responsive and responsible licensed General Electrical Contractor (E200) to furnish all labor, materials, and equipment necessary to remove existing fire alarm infrastructure and install a complete new intelligent, microprocessor-controlled, addressable fire alarm system with integrated carbon monoxide detection. The system will include a Gamewell-FCI microprocessor-based Fire Alarm Control Panel with an 80-character LCD display, 159-point capacity per loop, digital addressable fire-alarm equipment, smoke detectors, heat detectors, combination smoke/carbon monoxide detectors, manual pull stations, horns with strobes, notification appliances, and all associated wiring and conduit work throughout the main and second floors of the facility. The contractor must comply with NFPA Standard No. 72, the National Electrical Code (NEC), and local building codes, obtain State Fire Marshal's Office approval, and complete comprehensive system testing, commissioning, operator training, and documentation. Deliverables include three bound Operation & Maintenance Manuals, as-built drawings, typed sequence-of-operation documentation, system backup on floppy diskettes, and factory-trained representative participation for system startup and final inspection. The contractor must maintain a full-time site superintendent on-site during all work, with failure to do so resulting in immediate stop-work orders. The mandatory pre-bid meeting is scheduled for May 13, 2026, at 10:00 AM at GSD offices with a site tour; questions must be submitted by May 15, 2026, at 2:00 PM Mountain Time, and bids are due May 21, 2026, at 2:00 PM Mountain Time via the Bonfire Utah Public Procurement Place (U3P) platform. Work must commence June 8, 2026, with substantial completion required by August 11, 2026, and liquidated damages of $500 per calendar day apply for late start or failure to achieve substantial completion. Bids must include a Bid Bond equal to 5% of the bid amount for bids of $50,000 or greater, a Schedule of Values, proof of at least five comparable projects, a subcontractor list with licensing documentation for work valued at $5,000 or more, and a Project Management Plan if applicable; 100% performance and payment bonds are required upon award, which is contingent upon Granite School District Board approval at the June 2, 2026 meeting.
The IFB contains no stated set-aside designations or restrictions limiting response to specific enterprise categories. Bidders must be registered with the E-Verify Status Verification System and certify they are not engaged in economic boycotts or boycotts of Israel; contractors must also comply with background check requirements, tobacco and alcohol-free workplace requirements, and conduct standards prohibiting direct unsupervised contact with students. The District reserves the right to reject any or all bids and cancel the IFB at any time prior to contract award. No incumbent vendors or current contractors are identified in the procurement documents. The project involves integration with existing fire sprinkler systems, including fire sprinkler flow and tamper switches and firestop assemblies, and coordination with the fire alarm manufacturer's representative for automatic fan shutdown programming and after-hours fire watch requirements if applicable. The procurement documents do not specify an estimated contract value or budget range for this project. All contracts are subject to the Utah Procurement Code, Granite School District Procurement policies, and Utah Code 63G-6a-1203, which establishes void and unenforceable provisions in governmental procurement contracts, including restrictions on governmental immunity protections and limitations on liability for special, incidental, indirect, or consequential damages.
