About this opportunity
Escambia County, Florida is soliciting qualified firms to provide Construction Engineering & Inspection (CE&I) Services for two infrastructure projects in the Town of Century through a Request for Qualifications process. The projects consist of the replacement of an existing bridge on Alger Road with a new approximately 31-foot structure spanning an unnamed creek, and the rehabilitation of a dual 96-inch corrugated metal pipe culvert on Jefferson Avenue to address damage from flooding and erosion. The CE&I consultant will be responsible for comprehensive project administration including construction inspection, quality assurance testing, progress payments, field surveys, shop drawing approval, erosion control conferences, bi-weekly and monthly project meetings, documentation, utility coordination, and citizen interface throughout both projects' construction phases. Required qualifications include a minimum of three prior CE&I projects on similar infrastructure work, with evaluation based on three weighted criteria: Experience and Qualifications of proposed personnel (30 points), Experience in Similar Projects (40 points), and Recent and Current Workload (30 points). The solicitation was released February 27, 2026, with a mandatory pre-solicitation meeting scheduled for March 10, 2026 at 10:00 a.m. via Microsoft Teams, a question submission deadline of March 18, 2026 at 12:00 p.m., and proposals due electronically through the County's e-procurement portal by March 30, 2026 at 12:30 p.m. The evaluation process consists of two phases: initial scoring of proposals to develop a shortlist followed by interviews and oral presentations by shortlisted firms.
The projects are federally funded under the Community Development Block Grant-Disaster Recovery (CDBG-DR) program (HS019), which establishes specific compliance requirements including Section 3 provisions mandating that employment and economic opportunities be directed toward low and very low-income persons. Respondents must comply with all federal requirements including E-Verify verification, suspension and debarment certifications, and Section 3 hiring preferences and training obligations. The selected firm must maintain comprehensive insurance coverage including Workers Compensation with statutory limits, General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Business Auto Liability of $1,000,000, and Professional Errors & Omissions of $1,000,000 per occurrence and $2,000,000 aggregate. The contract will be awarded on an "all-or-none total" basis to the highest-scoring responsive and responsible firm, and the selected contractor must execute the contract within five days of receiving the Notice of Award. No specific award value or budget range is provided in the solicitation documents; however, detailed 60% design plans for both projects are available, indicating the County expects responsive proposals based on the defined scope of work and project specifications. Proposals remain subject to acceptance or rejection for 90 days following submission.
