About this opportunity

The City of St. Petersburg, Florida is seeking a multi-year professional services contract for Construction Engineering and Inspection Services through a Request for Qualifications (RFQ) process. The procurement will support infrastructure projects potentially funded by the City of St. Petersburg, the Florida Department of Transportation (FDOT), and other agencies, with a focus on comprehensive construction engineering and inspection services. Deliverables include on-site construction monitoring, contract compliance verification, survey control, materials testing, engineering services, and geotechnical management. The solicitation requires vendors to provide detailed documentation, ensure regulatory compliance, and adhere to state and federal funding requirements. Evaluation criteria will prioritize team background and key staff availability (33%), experience and project examples (25%), and project approach (22%), with the City selecting at least three most qualified respondents for further review. Key deadlines include a question submission deadline of November 25, 2025, and final proposal responses due by December 9, 2025, at 3:00 pm. Respondents must demonstrate project management experience, with project managers requiring a minimum of 10 years of professional experience.

The procurement encourages participation from diverse business enterprises, including Minority Business Enterprises (MBE), Small Business Enterprises (SBE), Woman-Owned Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE), with additional evaluation points available for these certifications. Potential incumbent vendors identified include AECOM, HW Lochner, KCI Technologies, and Kisinger Campo. Vendors must provide comprehensive insurance coverage, including $1 million in Commercial General Liability, Commercial Automobile Liability, and Professional Liability, along with Workers' Compensation insurance. Background checks will be mandatory for employees accessing specific city facilities, and vendors must comply with E-Verify and public records laws. While specific award values are not explicitly stated, the contract is structured as a multi-year agreement with automatic renewals, not to exceed four years total, and individual project task orders will determine specific compensation amounts. Projects are contingent upon legislative appropriations and may be subject to change, particularly for FDOT-funded initiatives.
