About this file

This document is a Statement of Qualifications Requirements for Construction and Engineering Inspection Services for the City of St. Petersburg, Florida. The request seeks professional services for construction engineering and inspection projects that may be funded by the City of St. Petersburg, the Florida Department of Transportation (FDOT), or other agencies. Specific FDOT projects are listed in Appendix A, with project funding contingent on legislative appropriations and subject to change. Offerors are required to submit a comprehensive Statement of Qualifications (SOQ) limited to 75 pages, detailing their project team, experience, qualifications, and approach to the work.

The solicitation emphasizes qualifications criteria including key personnel requirements (project managers with minimum 10 years of experience), five reference projects from the past decade, firm-specific strengths, safety approaches, and technical capabilities such as CADD and GIS. Additional evaluation factors include supplier diversity, business outreach plans, current licenses, and disclosure of any prior contractual failures. The document encourages participation from Minority Business Enterprises (MBE), Woman Owned Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and Small Business Enterprises (SBE), with a preference for firms that can demonstrate experience with EEO compliance and reporting.
