About this opportunity
The City of Arlington, Texas issued Request for Qualifications (RFQ) 26-0183 on March 25, 2026, with a submission deadline of April 9, 2026, seeking qualified design firms to develop fully engineered, permit-ready construction documents for the City's 150th Anniversary Public Art Sculpture Installation. The project requires translating an approved concept design into comprehensive construction documents suitable for public bidding and construction, necessitating coordination across structural, civil, electrical, lighting, and specialty fabrication disciplines to support safe installation of a vertical glass column sculpture with engraved layers within a circular plaza. Key deliverables include Opinion of Probable Construction Cost estimates at 50% and 95% design milestones, all engineering documents signed and sealed by a licensed Texas professional engineer, and documentation in both electronic and printable formats. Proposers must demonstrate experience with public art installations and sculptural structures, include qualified personnel with relevant expertise, provide examples of similar projects involving sculptural or structural glass installations, and present a detailed project approach with a timeline supporting completion by December 2026—an accelerated schedule representing a firm project deadline. The evaluation committee will assess responses using a 100-point scoring matrix with four equally weighted criteria (25 points each): Experience and Qualifications of Firm, Project Team and Past Performance, Project Approach and Understanding, and Ability to Meet Project Schedule. The City may invite selected proposers to participate in interviews and oral presentations at proposers' expense, with negotiations conducted with respondents ranked in order, and the highest-ranked proposers short-listed following initial review.
While the solicitation documents do not explicitly specify set-aside designations or restrictions limiting respondent eligibility, the City reserves the right to consider compliance with historically underutilized business policies in its final award decision and may evaluate historical information and past working relationships with the City as factors in selection. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the solicitation materials. Proposers must complete and submit a Conflict of Interest Questionnaire pursuant to Chapter 176 of the Local Government Code, provide at least three professional references demonstrating recent experience with similar services, complete the authorized signature and contact details form, and clearly identify any proprietary information by marking pages in highlighted yellow (though pricing information may not be designated as proprietary). All responses must be submitted electronically through the Bonfire Portal at https://arlingtontx.bonfirehub.com/projects, with late submissions rejected without exception; paper submissions, if permitted, must be placed in sealed envelopes labeled with company name, solicitation number, and title. The solicitation documents do not specify contract award values or budget ranges for this professional services engagement.
