About this file

This is a Scope of Work document for Request for Qualifications (RFQ) 26-0183 issued by the City of Arlington, Texas, for professional design services to develop construction documents for a 150th Anniversary Public Art Sculpture Installation. The City seeks qualified design firms to translate an approved concept design into fully engineered, permit-ready construction documents suitable for public bidding and construction. The project encompasses structural design and engineering of a vertical glass column sculpture within a circular plaza, incorporating engraved glass layers representing historical imagery, along with surrounding plaza elements, electrical and lighting design, site work, and accessibility considerations. The selected firm must coordinate structural, civil, electrical, lighting, and specialty fabrication elements, develop Opinion of Probable Construction Cost (OPCC) estimates at 50% and 95% milestones, and ensure all engineering documents are signed and sealed by a licensed professional engineer registered in Texas. The sculpture and plaza installation must be completed and dedicated no later than December 2026, requiring an expedited design schedule. Respondents must demonstrate their ability to meet this accelerated timeline and provide an anticipated completion schedule in their submission.

Firms responding to the RFQ must submit Statements of Qualifications including firm qualifications and experience with public art installations, resumes of key personnel, examples of similar projects involving sculptural installations or structural glass elements, a description of their approach to translating artistic concepts into construction documents, identification of consultant team members across relevant disciplines, and a proposed timeline supporting project completion by the end of the calendar year. The City of Arlington strongly encourages electronic submission of responses and exclusively uses Euna Procurement for notification and dissemination of all solicitations. Late proposals will not be accepted. All deliverables must be provided in both electronic and printable formats as requested by the City, and the selected consultant will be required to attend coordination meetings with City staff during the design process and may be asked to provide presentations to City leadership or stakeholder groups.

RFQ 26-0183 Construction Documents for 150th Anniversary Public Art Sculpture Installation

SCOPE OF WORK

Intent:

The City of Arlington is seeking Statements of Qualifications from qualified design firms to provide professional design services to develop construction documents for the installation of the City’s 150th Anniversary Public Art Sculpture.

The concept design for the sculpture has been completed and approved. The selected firm will be responsible for translating the approved concept design into fully engineered permit-ready construction documents suitable for public bidding and construction by a general contractor.

The project will require coordination of structural, civil, electrical, lighting, and specialty fabrication elements necessary to support and safely install the sculpture within a public space.

The art sculpture and plaza is to be completely installed and dedicated by the City NO LATER

THAN DECEMBER 2026.

Project Scope:

The project consists of developing construction documents for the installation of a public art sculpture consisting of a vertical glass column feature situated within a circular plaza element, incorporating engraved glass layers representing historical imagery associated with the City’s 150-year anniversary.

The installation may include engraved glass plates representing historical imagery from past, present, and future perspectives. The surrounding plaza may include engraved pavement surfaces and public interpretation elements.

Work may include, but is not limited to:

• Structural design and engineering of the sculpture support system

• Foundation and footing design to support sculpture loads (per Geotechnical engineer recommendations)

• Design coordination of stacked or layered glass elements forming the vertical column

• Coordination of materials including glass, steel supports, and anchoring systems

• Structural anchoring and lateral stability analysis for the sculpture system

• Design of surrounding plaza elements and engraved surfaces

• Electrical and lighting design for illumination of the sculpture

• Conduit and infrastructure to support QR-code or digital archive integration

• Site work associated with sculpture installation

• Accessibility and public safety considerations

• Coordination with City standards for public spaces

• Development of Opinion of Probable Construction Cost (OPCC) estimates at the 50% and

95% milestones to support construction budgeting

The final deliverable will be a complete set of construction documents suitable for competitive public bidding, permitting, fabrication, and construction.

Architectural / Engineering (A/E) Services Project Initiation The selected firm shall:

• Meet with City staff and project stakeholders to review the approved concept design and project goals

• Review the conceptual artwork and installation intent to identify structural, fabrication, and site requirements

• Identify any constructability issues associated with the concept design

Design Development The consultant shall:

• Develop detailed design drawings based on the approved sculpture concept

• Refine structural support systems and foundation requirements

• Coordinate materials, fabrication methods, and installation considerations

• Coordinate lighting integration and electrical requirements

• Develop preliminary cost estimates for construction budgeting

• Obtain a geotechnical boring and report for foundation recommendations

Construction Documents The consultant shall prepare a complete set of construction documents suitable for public bidding and permitting including:

• Structural engineering drawings and calculations

• Foundation and anchoring details

• Electrical and lighting plans

• Site layout and civil coordination (if required)

• Fabrication details for sculpture components

• Installation details and sequencing considerations

• Technical specifications for materials and finishes

All engineering documents requiring professional certification shall be signed and sealed by a licensed professional engineer registered in the State of Texas.

Artist Design Intent The selected firm shall work in collaboration with City staff to ensure that the original artistic concept and design intent are preserved throughout the development of construction documents.

The consultant may recommend modifications necessary for structural integrity, public safety, fabrication feasibility, or code compliance; however, such recommendations shall be reviewed with and approved by the City prior to implementation.

Fabrication Coordination The consultant shall develop documentation that supports specialty fabrication of the sculpture components, including but not limited to:

• Structural glass elements

• Metal structural supports

• Engraving or etching of glass imagery

• Fabrication tolerances and installation sequencing

The design shall consider constructability, transportation, and installation requirements.

Cost and Schedule Support The consultant shall:

• Assist City staff in developing an OPCC at the 50% and 95% milestones

• Identify long-lead fabrication components

• Assist in development of a preliminary project schedule

Project Schedule The City intends for the 150th Anniversary Public Art Sculpture Installation to be completed by the end of the current calendar year.

Due to this milestone, the design and construction documentation phase will require an expedited schedule.

The selected consultant shall:

• Develop an accelerated design schedule in coordination with City staff

• Prioritize completion of construction documents to allow sufficient time for contractor procurement and construction

• Identify any long-lead fabrication components that could impact the overall schedule

• Coordinate design decisions to maintain the overall project timeline

Respondents should describe their ability to meet an expedited design schedule and provide an anticipated timeline for completion of construction documents in their response.

Bidding and Procurement Support The consultant shall support the City during procurement of a construction contractor including:

• Responding to Requests for Information (RFIs) during bidding

• Providing clarification of construction documents

• Reviewing contractor substitution requests if applicable

Meetings and Coordination The consultant shall attend coordination meetings with City staff during the design process and may be asked to provide presentations to City leadership or stakeholder groups if required.

Deliverables The consultant shall provide the following deliverables:

• Design development drawings and OPCC (50%)

• Structural calculations and engineering documentation

• Construction documents for final City review and OPCC (95%)

• Final construction documents suitable for public bidding (100%)

• Technical specifications

• Digital files of all drawings and specifications

All documents shall be submitted in both electronic format and printable format as requested by the City.

Submittal Requirements (RFQ) Firms responding to this RFQ shall provide:

• Firm qualifications and experience with public art installations or similar structural features

• Resumes of key personnel assigned to the project

• Examples of similar projects involving sculptural installations, structural glass elements, or public art infrastructure
