About this opportunity
The Long Beach Utilities Department is requesting proposals for abandoning existing shallow well groundbeds and constructing a new deep well groundbed for cathodic protection systems at Del Amo Boulevard and Gardenia Avenue in Long Beach, California, with proposals due October 16, 2024 at 11:00 AM. The City of Long Beach's Equal Benefits Ordinance (EBO) applies to this contract; contractors with for-profit entities must certify compliance or obtain a waiver, with implementation timelines of up to two years permitted under specified conditions. A local preference of five percentage points in evaluation scoring applies to Long Beach-based businesses with a current city business license and seller's permit demonstrating a place of business within city limits.
The scope includes abandoning shallow well groundbeds, drilling and installing a deep anode groundbed with ten high-silicon cast iron anodes (3 inches diameter by 60 inches length), relocating an existing 50V/50A rectifier and cabinet approximately 78 feet north, installing anode panel board and cables with specified gauges and insulation, extending structure drain connections, providing 2-inch PVC vent piping, and rerouting AC power supply. Work must comply with California Department of Water Resources standards (DWR Bulletin 74-90), NACE standards, and Cal OSHA excavation requirements. Contractors must obtain a California Class A General Engineering Contractors License and furnish all labor, equipment, tools, and materials, including all well drilling permits with California DWR Form 188 completion reports. A cathodic protection system test requirement specifies that CP test points within the CP12 area must meet −850mV criteria at five designated locations. Paving is limited to trenched portions only per Long Beach Public Works Standard Plan 127.
The contract is awarded for an initial one-year period with two optional one-year renewals, not to exceed three years total. Work must be completed within 120 days; liquidated damages of $500 per calendar day apply for failure to meet this timeline. Work hours are 7:00 AM to 4:00 PM Monday through Friday unless approved otherwise. Contractors must obtain two bonds (Labor and Materials Bond and Faithful Performance Bond, each 100 percent of bid cost if bid exceeds $25,000) within ten calendar days of award. Required insurance includes general liability of $1,000,000 per occurrence/$2,000,000 aggregate, workers' compensation, automobile liability of $1,000,000 combined single limit, professional liability of $1,000,000 per claim, and umbrella/excess liability of $20,000,000. All work must comply with California prevailing wage requirements under Labor Code Section 1770 et seq. Warranty covers defective materials and faulty workmanship for five years from acceptance.
Proposals are evaluated on qualifications (25 points), work methodology (25 points), staffing capability (20 points), references and demonstrated project performance (20 points), and reasonableness of cost (10 points). Minimum qualifications require bidders to be qualified to conduct business in Long Beach, not debarred by any government entity, and demonstrate experience delivering at least one similar project with cathodic protection and/or abandonment work. Construction is estimated to commence in August 2025 pending approval of permits from SCE, Well, and other regulatory agencies. A pre-construction site walk will be conducted with selected bidders. Questions were due October 2, 2024; Addendum No. 1 was issued October 9, 2024 with Q&A responses. Proposers must acknowledge receipt of Addendum 1 by signing and submitting it with their proposal; failure to do so may result in disqualification. All bidders must complete and submit a Certification of Site Examination confirming they have inspected the construction site prior to bid submission.
