About this opportunity
The West Virginia Office of Shared Administration, on behalf of the Department of Health Facilities at Hopemont Hospital in Terra Alta, Tucker County, issued Agency Request for Quotation (ARFQ) 0512 HOP25*02 on May 30, 2025, seeking bids for condensate return piping replacement and steam line rerouting construction services. The procurement encompasses two primary deliverables: replacement of approximately 400 feet of 2-inch underground condensate return piping with 2-inch Perma-Pipe or equivalent and rerouting of the main steam line and condensate tank assembly from Morgan Hall to the north-facing exterior wall. Additional work includes removal and reinstallation of the condensate tank assembly and receiver tank and construction of a 10-foot by 6-foot by 6-foot concrete pit with floor, floor drain, ladder, and 3-foot by 3-foot access door, followed by final cleanup including leveling, re-seeding, and removal of excavated piping. Vendors must demonstrate minimum qualifications including successful completion of at least two similar projects and possession of a valid West Virginia Contractors License, with work performed during standard business hours Monday through Friday, 7 a.m. to 5 p.m., excluding state holidays, and completion within 90 days after receipt of Notice to Proceed. A mandatory pre-bid meeting is scheduled for June 5, 2025, at 1:30 p.m. at Hopemont Hospital, with attendance required and failure to attend resulting in automatic bid disqualification. Written questions must be submitted to Theresa Dorsey by 2:00 p.m. EST on June 10, 2025, with responses provided via addendum published in WVOASIS. Sealed bids are due by 1:30 p.m. on June 24, 2025, submitted either electronically through wvOASIS or sealed and delivered to the OSA Purchasing Division in Charleston, West Virginia, with contract award made to the lowest qualified responsible bidder meeting all specifications on a lump sum basis.
The solicitation does not identify any set-asides for disadvantaged, minority-owned, or women-owned enterprises; however, vendors must comply with federal funding requirements under 2 C.F.R. 200.317-200.327 if applicable, including Davis-Bacon wage rates for construction work, equal employment opportunity standards, debarment and suspension verification through the System for Award Management (SAM), and Byrd Anti-Lobbying Amendment certification for awards exceeding $100,000. Required submittals prior to contract award include a current West Virginia Contractor's License, a bid bond, a Drug Free Workplace Affidavit, performance bond and labor/material payment bond each in the amount of 100 percent of the contract value, and a two-year maintenance bond covering the work. Vendors must maintain Commercial General Liability Insurance and Automobile Liability Insurance, each with minimum coverage of $1,000,000 per occurrence, with the State named as an additional insured, and must be properly registered with the West Virginia Purchasing Division. The solicitation documents do not specify pricing information, budget ranges, or contract award values, requiring bidders to submit lump sum quotations based on the detailed specifications provided in the RFQ documentation. Contact for additional information is available from Roberta A. Wagner, assigned buyer, at (304) 558-0437 or roberta.a.wagner@wv.gov.
