About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking a concessionaire to provide recreational services at Glendalough State Park through a formal Request for Proposal (RFP). The selected contractor will manage watercraft and bicycle rentals across multiple lake locations, including providing 12 canoes, 20 solo kayaks, 2 tandem kayaks, 12 stand-up paddleboards, 2 hydro bikes, 4 canoes, 1 motorboat, 30 adult bikes, 8 youth bikes, and 4 electric assist bikes. The contractor will operate from a no-fee leased trail center building and adjacent areas, with primary responsibilities including equipment maintenance, customer service, and providing a reservation website. Evaluation criteria will be based on three key phases: acceptance of terms (100 points), equipment offering (200 points), and a cost detail "Percentage Plan" (700 points). The contract requires the vendor to pay a minimum of 10% of gross sales to the state, with estimated annual gross revenue of approximately $70,000. Proposals are due electronically through the SWIFT Supplier Portal by April 3, 2025, at 3:00 PM Central Time, with questions accepted until March 21, 2025, and the contract term anticipated from May 1, 2025, through April 30, 2027, with potential extensions up to eight additional years.

The state demonstrates a commitment to diversity and inclusion, offering preference points for targeted group businesses, those owned by economically disadvantaged populations, and veteran-owned enterprises. Small businesses, particularly those owned by racial minorities, women, persons with disabilities, veterans, or located in economically disadvantaged counties, are encouraged to participate. Respondents must be registered in the SWIFT Supplier Portal and submit comprehensive documentation, including Responder Declarations, Cost Details, Insurance Certificates, Minnesota Department of Health food licenses (if applicable), and a list of merchandise for resale. The contractor must have at least three years of relevant experience and be prepared to provide all necessary safety equipment for rentals. While no incumbent vendor is specified, the contract includes provisions for potential use of existing DNR-owned equipment. The total contract value is estimated at $70,000 annually, with the understanding that this represents an approximate figure and does not guarantee minimum or maximum revenue. Interested parties can seek additional support and guidance from the Apex Accelerators program or the Vendor Help Desk.
