This document is a Solicitation Addendum (No. 1) issued by the Minnesota Office of State Procurement for the Concessionaire Services at Glendalough State Park contract. The addendum, dated March 25, 2025, addresses various questions submitted during the procurement process, covering topics such as equipment removal, sales tax, maintenance responsibilities, winterization, electric utility payments, and available watercraft. The solicitation seeks a contractor to provide recreational services at Glendalough State Park, with a contract term anticipated from May 1, 2025, through April 30, 2027, and the potential to extend up to eight additional years. Responses are due electronically through the SWIFT Supplier Portal by March 21, 2025, at 3:00 PM Central Time.
The contract requires the selected vendor to pay a minimum of 10% of gross sales to the state, with estimated annual gross revenue of approximately $70,000. The contractor will manage watercraft and bicycle rentals, including providing various equipment such as canoes, kayaks, paddleboards, hydro bikes, and bicycles. The DNR will provide some equipment, and the contractor is responsible for maintenance, customer service, and operating from a no-fee leased trail center building. The solicitation encourages participation from small businesses, particularly those owned by minorities, women, persons with disabilities, veterans, or located in economically disadvantaged counties, and offers preference points for targeted group businesses.
