About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Transportation (KYTC) Division of Facilities Support in Elliott County, issued Request for Bid (RFB) 758 2400000212 for the procurement of one computerized mat cutter system. The solicitation, released on October 25, 2023, was modified via Addendum No. 1, with the final bid closing date set for November 15, 2023, at 1:30 p.m. ET. Vendor written questions were due by October 31, 2023, at 10:00 a.m. ET. The required equipment is a R13FCMX45-AC NEXUS 150 CMC Mat Cutter or an approved equal, which must include multiple cutting heads with various angles and capabilities, the V-Studio Software Suite and M3 Software with OPTICROP Contour Cutting Software, a Windows 10 computer workstation with monitor, keyboard, and mouse, one year of Complete Care Basic Support plan, manufacturer's warranty, and training for a minimum of five employees. Vendors must provide all installation and delivery services to KYTC Division of Facilities Support at 1219 Wilkinson Boulevard, Frankfort, Kentucky on an F.O.B. Destination, Freight Prepaid and Allowed basis. Vendors proposing alternate brands or specifications must submit descriptive literature to demonstrate equality, or their bids may be deemed non-responsive. Award will be determined on a best value basis using a weighted evaluation of 90 points for price and 10 points for delivery time in working days, with the lowest bidder receiving maximum points and subsequent bidders scored proportionally. All bids must be submitted electronically through the Commonwealth eProcurement system and be registered in the Vendor Self Service System, with proposed pricing remaining valid for a minimum of 60 calendar days after the bid due date.

Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders as defined under KRS 45A.490-494, and qualified bidders receive additional preferences, including Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities, which may receive preferences equal to 20 percent and 15 percent of maximum points, respectively. The successful bidder must maintain General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile/Truck Liability Insurance of $1,000,000 combined single limit, with certificates of insurance provided prior to award. All bidders and offerors are required to submit an Annual Affidavit attesting to compliance with Kentucky campaign finance laws pursuant to KRS 45A.110 and 45A.115, and bidders claiming qualified bidder or resident bidder status must complete additional attestation sections and provide supporting documentation upon request. No specific budget amount or award value is disclosed in the solicitation documents, though the Commonwealth reserves the right to cancel the solicitation if all responses exceed available funding. No site visits or bidders' conferences are scheduled for this procurement.
