UNSPSC 60121406: Plastic picture frames

UNSPSC 60121406 Plastic picture frames, a Commodity code, encompasses picture frames and framing services that state and local governments procure for public art collections, institutional display, and facility enhancement. Recent solicitations reveal that the code covers both off-the-shelf frames for inventory stocking and custom conservation-grade framing services meeting museum standards with archival materials, UV-filtering glazing, and reversible construction. Issuing bodies span multiple jurisdiction types: municipal cultural affairs departments (City of Tampa), city procurement offices managing multi-item requirements contracts (City of Philadelphia), independent school districts sourcing art supplies districtwide (Northside Independent School District in San Antonio), and state heritage agencies acquiring artwork packages for veteran facilities (Texas General Land Office and Veterans Land Board). The mix reflects both one-off conservation projects for permanent collections and recurring inventory-based purchasing under annual or multi-year requirements agreements.

Recent activity concentrates in Texas and Florida, with scattered procurement across Pennsylvania. Representative solicitations include the City of Tampa Arts and Cultural Affairs Department's RFQ for professional conservation framing of seven acrylic woodcut prints on a due date of October 7, 2026 (solicitation 26P00584), requiring museum-grade materials and three years of documented conservation framing experience; the City of Philadelphia Procurement Department's micro-purchase RFQ for an MG Print & Picture Collection with a maximum contract value of $94,000 and a response date of October 19, 2026 (B2728160), which applies Local Business Enterprise preference; Northside Independent School District's sealed IFB for districtwide art supplies and equipment with a deadline of July 30, 2026 (IFB2026096); and the City of Philadelphia's earlier micro-purchase RFQ for display and picture frames with a one-year requirements period starting July 1, 2026 (B2727348). The Texas General Land Office RFP 7925-SJ, posted May 5, 2026 with an earlier April 22 deadline, sought a comprehensive artwork package including framing and installation for a state veteran's facility, with a 1.0 percent VetHUB subcontracting goal.
