About this opportunity
The Delaware Department of Health and Social Services, specifically the Division of Substance Abuse and Mental Health (DSAMH) and Division of Prevention and Behavioral Health Services (DPBHS), is seeking comprehensive substance use primary prevention services across Delaware's four sub-state planning regions. The Request for Proposals (RFP) aims to support the state's Behavioral Health Prevention Strategy by providing evidence-based prevention activities targeting tobacco, alcohol, marijuana, and fentanyl-laced substances through six SAMHSA prevention strategies: education, information dissemination, environmental strategies, community-based activities, alternatives, and problem identification and referral. Key objectives include preventing substance use onset, reducing progression of substance abuse, building community-level prevention infrastructure, and increasing prevention workforce capacity. Proposals will be evaluated across six criteria: priority population and need (10 points), planning and implementation quality (40 points), organizational management and staffing (10 points), organizational experience and capacity (10 points), performance and outcome measurement (20 points), and program budget/cost (10 points). Critical dates include a September 4, 2025 deadline for questions, a non-mandatory pre-bid meeting on September 18, 2025, and a proposal submission deadline of October 20, 2025, with anticipated award notification by November 20, 2025.
The RFP encourages participation from diverse business enterprises, including Women Business Enterprises, Minority Business Enterprises, Disadvantaged Business Enterprises, Veteran Owned Business Enterprises, and Service Disabled Veteran Owned Business Enterprises. Proposing organizations must serve targeted populations including adolescents, transition-aged youth, young adults, college students, adults with co-existing behavioral health challenges, veterans, pregnant mothers, and older adults. The contract will award between $50,000 to $200,000 per site, with DSAMH and DPBHS anticipating 8-10 total awards funded through the federal Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUPTRS). Vendors must provide commercial general liability insurance ($1M/$3M), automotive liability, and professional liability coverage. The initial contract term is one year with four optional one-year extensions, and organizations can apply for multiple county-based sites across Delaware's geographic regions, emphasizing a collaborative approach to substance use prevention services that spans the entire behavioral health continuum.
