The scope encompasses project management, review of existing plans and policies, data collection and analysis of crash history and traffic volumes across the City's approximately 145 miles of streets (including minimum coverage of 31 signalized intersections, 17 roundabouts, and 5 interchanges), public outreach and engagement including a citywide survey and multiple public meetings, development of a prioritized implementation strategy, and delivery of both draft and final Plans with updated Traffic Management Process documentation. The total project budget is $300,000, with 80% funded through the Federal Highway Administration Safe Streets for All Program via the Greater Madison Metropolitan Planning Organization and 20% locally funded by the City. Compensation is provided on an hourly basis according to the engineer's hourly rates with a not-to-exceed amount, including direct expenses for printing, mileage, and supplies. Monthly invoicing with net payment due in 60 days applies; past due balances incur a 1% monthly service charge.
Evaluation criteria are approach and scope of work (30 points), engagement and equity strategy (20 points), team and project experience (20 points), cost effectiveness (15 points), schedule and capacity (10 points), and quality of submittal (5 points).
Key milestones include consultant notification on September 15, scoping meeting on September 21, contract execution by September 30, draft plan submittal by July 31, 2027, and final plan approval by October 26, 2027. Proposals must be submitted electronically via email to the project manager.
