About this opportunity
The New Hampshire Department of Education, Bureau of Special Education Support, is requesting proposals for Comprehensive Preschool Support Services under RFP NHED SPED-2027-01, with proposals due September 21, 2026 and a proposer inquiry period closing August 17, 2026.
The scope encompasses four priority areas: convening regional interagency meetings and developing transition resources; providing technical assistance to local education agencies on early transitions, particularly those with untimely transitions; supporting state-level coordination between Part C (Family-Centered Early Supports and Services) and Section 619 preschool special education programs; and organizing family engagement input sessions on the transition process. Proposers must demonstrate experience with special education laws and procedures, conflict resolution skills, and expertise in early childhood special education. Current staff resumes and three letters of recommendation are required.
The total proposed budget cannot exceed $270,000, with detailed cost breakdowns required for each of the four priority areas. The contract term runs through June 30, 2028, effective upon Governor and Council approval. The state reserves the right to award to multiple vendors or reject all proposals; the contract is non-exclusive.
Evaluation uses a 100-point scoring rubric: 20 points each for the four priority areas and 20 points for the proposed budget. The state will conduct initial compliance screening, preliminary evaluation, potential oral interviews, and final scoring before selection. Department responses to proposer inquiries are due by September 7, 2026, with estimated notification of selection by October 5, 2026. All contracts must use the State of New Hampshire Standard Terms and Conditions (Form P-37) and are subject to continued appropriation of funds.
