About this file
This is a Request for Proposals (RFP) issued by the New Hampshire Department of Education, Bureau of Special Education Support, for Comprehensive Preschool Support Services (RFP NHED SPED-2027-01). The RFP seeks proposals from individuals, agencies, or organizations to improve preschool outcomes for young children with disabilities through enhanced developmental progress, school readiness, and access to high-quality early childhood special education services. The scope of work encompasses four priority areas: convening regional interagency meetings and developing transition resources (Priority 1.1); providing technical assistance to local education agencies regarding early transitions, particularly those with untimely transitions (Priority 1.2); supporting state-level coordination between Part C (Family-Centered Early Supports and Services) and Section 619 preschool special education programs (Priority 1.3); and organizing family engagement input sessions to gather feedback on the transition process (Priority 1.4). The proposer inquiry period ends August 17, 2026, with final department responses by September 7, 2026. Proposals must be submitted by September 21, 2026, with estimated notification of selection by October 5, 2026. The contract will become effective upon Governor and Council approval and remain in effect through June 30, 2028.
The contract is non-exclusive, and the state reserves the right to award to multiple vendors or reject all proposals. The total proposed budget cannot exceed $270,000, with detailed cost breakdowns required for each of the four priority areas. Vendors must submit proposals addressing their capabilities, experience with special education laws and procedures, conflict resolution skills, current staff resumes, three letters of recommendation, and supporting materials demonstrating expertise. Evaluation will be based on a 100-point scoring rubric distributed across the four priority areas (20 points each) and the proposed budget (20 points). The state will conduct initial screening for compliance, preliminary evaluation, potential oral interviews, and final scoring before selection. All resulting contracts must use the State of New Hampshire Standard Terms and Conditions (Form P-37) and are subject to Governor and Executive Council approval and continued appropriation of funds.

Section 1 – Overview and Schedule
A. Goal of this procurement/Business needs:
The goal of this RFP is to seek proposals and bids from individuals, agencies, or organizations interested in improving preschool outcomes for young children with disabilities, with a specific focus on enhancing developmental progress, school readiness, and access to high-quality early childhood special education services.
The New Hampshire Department of Education (Department), Bureau of Special Education Support (BSES) believes that strong early childhood programs and high-quality instructional practices are critical to improving developmental and educational outcomes for preschool children with disabilities. Therefore, this RFP seeks to promote evidence-based practices, inclusive learning environments, and coordinated early childhood services that support children’s cognitive, social-emotional, communication, adaptive, and physical development.
A successful proposal will include collaboration among early childhood educators, related service providers, administrators, and community partners to implement developmentally appropriate, evidence-based practices that measurably improve preschool outcomes. Proposals should demonstrate alignment with state and federal early childhood special education requirements as outlined in IDEA Indicators six, seven, and 12 and incorporate strategies that support data-driven decision-making and continuous program improvement.
The proposal’s objectives must align with the Department initiatives and the BSES priorities to better understand the relevance of information such as but not limited to:
• Preschool Outcome Measures
• Early Childhood Transition
• Least Restrictive Environment
Per CFR 300.601(b)(1) Data collection.
(1) Each State must collect valid and reliable information as needed to report annually to the Secretary on the indicators established by the Secretary for the State performance plans.
Per CFR 300.157(b) the State Education Agency (SEA) must have in effect established performance indicators the State will use to assess progress toward achieving the goals described in paragraph
(a) of this section, including measurements of interim progress for children with disabilities under section 1111(c)(4)(A)(i)(cc) of the ESEA, 20 U.S.C. 6311
IDEA Indicator Six, Least Restrictive Environment (LRE), focuses on the percentage of preschool children with Individualized Education Programs (IEPs) who demonstrate improved outcomes in three key areas: Preschool Environments. Percent of children with IEPs, ages three through five 3, 4, and 5 who are enrolled in a preschool program, (A) Receiving majority of special education and related services in regular early childhood program; (B) Attending separate special education classes, separate school, or residential facility; (C) Receiving special education and related services in the home.
Indicator Seven, Preschool Outcomes Measures, requires States to report the percentage of preschool children aged three through five with IEPs who demonstrate improved outcomes in the
RFP NHED SPED-2027-01 Page 4 of 26 following areas:
A. Positive social-emotional skills (including social relationships);
B. Acquisition and use of knowledge and skills (including early language/communication and early literacy); and C. Use of appropriate behaviors to meet their needs.
Indicator 12, Timely Early Transitions, measures the percentage of children referred by the Individuals with Disabilities Education Act (IDEA) Part C (early intervention) prior to age three who are found eligible for IDEA Part B (services for school-aged children) and have an Individualized Education Program (IEP) developed and implemented by their third birthday.
Each contract will become effective upon Governor and Council approval and be effective through June 30, 2028.
