About this opportunity
The City of Peachtree City, Georgia is requesting proposals for comprehensive plan development services under RFP issued September 29, 2026, with proposals due October 29, 2026 at 3:00 p.m. EST. Qualified, experienced, and licensed individuals or firms must submit cost proposals by the deadline; questions are due October 21, 2026, with final addenda issued October 23.
The scope encompasses a 2027 Comprehensive Plan Update built on Peachtree City's history as a planned community, addressing land use, redevelopment, transportation, housing, economic development, infrastructure investment, environmental stewardship, and community facilities. Deliverables include a comprehensive project management plan, existing conditions assessment, draft and final comprehensive plans in multiple formats, ARC/DCA review materials, ten professionally printed copies of the adopted plan, supporting maps, GIS data, graphics, and engagement documentation. Project completion is anticipated at eight months; full adoption within twelve months.
The RFP does not specify a fixed contract price. Offerors submit all-inclusive hourly rates for labor/personnel, material/equipment, and miscellaneous expenses on the provided Cost of Services Proposal Form, with grand total cost determined by scope and schedule negotiation. Selection criteria are weighted as follows: qualifications and experience (25 percent), project approach and methodology (30 percent), public engagement strategy (15 percent), cost proposal (20 percent), and project management and schedule (10 percent).
Prior to award, the selected contractor must provide proof of good financial standing and furnish certificates of insurance: Commercial General Liability of $2,000,000, Comprehensive Automobile Liability of $1,000,000, Umbrella coverage of $1,000,000, and Workers' Compensation Insurance. All contractors must comply with the Georgia Security and Immigration Compliance Act, register with E-Verify, and provide a notarized affidavit confirming participation in the federal work authorization program. Contractors must list any project terminations from the previous five years and must not be in arrears to Peachtree City or any other governmental entity. Optional proposer interviews are scheduled tentatively for November 16–20, 2026, with city council approval anticipated in December 2026 and contract execution in January 2027. The city reserves the right to negotiate fees, reject any or all proposals, and cancel the RFP at its discretion.
