This is a Request for Proposals (RFP) issued by the City of Peachtree City, Georgia, for the development of a comprehensive plan to guide the municipality's long-term growth, development, and implementation priorities. The city seeks qualified, experienced, and licensed individuals or firms to prepare a 2027 Comprehensive Plan Update that builds upon Peachtree City's history as a planned community while establishing forward-looking frameworks for land use, redevelopment, transportation, housing, economic development, infrastructure investment, environmental stewardship, and community facilities. The RFP was released on September 29, 2026, with a proposal submission deadline of October 29, 2026, at 3:00 p.m. EST. Questions must be submitted by October 21, 2026, with final addenda issued by October 23, 2026. Optional proposer interviews are scheduled tentatively for November 16–20, 2026, with city council approval anticipated in December 2026 and contract execution and service commencement in January 2027. The consultant shall provide a comprehensive project management plan, existing conditions assessment, draft and final comprehensive plans in multiple formats, ARC/DCA review materials, ten professionally printed copies of the adopted plan, and all supporting maps, GIS data, graphics, and engagement documentation. The overall project completion timeline is anticipated at eight months, with the entire process from authorization through adoption to be completed within twelve months.
The RFP does not specify a fixed contract price; instead, offerors must submit cost proposals using the provided Cost of Services Proposal Form detailing all-inclusive hourly rates for labor/personnel, material/equipment, and miscellaneous expenses, with a grand total cost to be determined by the selected contractor. Selection will be based on weighted evaluation criteria: qualifications and experience (25 percent), project approach and methodology (30 percent), public engagement strategy (15 percent), cost proposal (20 percent), and project management and schedule (10 percent). Prior to contract award, the selected contractor must provide proof of good financial standing and furnish certificates of insurance meeting specified requirements, including Commercial General Liability coverage of $2,000,000, Comprehensive Automobile Liability of $1,000,000, Umbrella coverage of $1,000,000, and Workers' Compensation Insurance. Contractors are required to list any project terminations from the previous five years and must not be in arrears to Peachtree City or any other governmental entity. The city reserves the right to negotiate fees, reject any or all proposals, and cancel the RFP at its discretion.
