The County of Solano, Department of Human Resources, is requesting proposals for Comprehensive COBRA and CAL-COBRA Administration services, with responses due October 5, 2026 at 5:00 p.m. via the OpenGov Solano County Portal. A non-mandatory pre-proposal conference is scheduled for September 9, 2026 at 10:30 a.m. via Microsoft Teams.

The scope encompasses full administration of continuation coverage for up to 3,300 benefit-eligible employees and an estimated 120 active COBRA participants per month, including required notifications, eligibility and qualifying event administration, enrollment processing, premium billing and collection, trust account management, coordination with medical, dental, vision, and other benefit carriers, regulatory compliance, and participant support. The estimated contract value is $48,000 for an initial two-year term (January 1, 2027 through December 31, 2029). The County reserves the right to extend the contract for three additional one-year terms without competitive bidding, for a maximum total duration of five years. Funding is contingent upon State budget approval and receipt of State and Federal funds; if appropriations are not forthcoming or are limited, the County may immediately terminate, reduce, or modify the contract without penalty.

Proposers must demonstrate a minimum of five years of experience providing comprehensive COBRA and CAL-COBRA administration for employers of comparable size and complexity, expertise in Section 125 Cafeteria Plans and Flexible Spending Account administration, HIPAA Privacy and Security Rule compliance, and references from at least five California public agencies or similarly sized governmental employers within the past ten years. Proposers must provide audited financial statements from the past 36 months, current resumes of key team members, and a staffing plan.

Evaluation criteria are weighted equally at 10 points each across ten categories: Organizational Qualifications and Experience, Technical Approach and Service Delivery, Regulatory Compliance, Customer Service, Technology and Reporting, Implementation and Transition, Financial Management, Staffing and Account Management, Cost Proposal, and Overall Quality of Proposal. The technical proposal is limited to 25 single-sided pages, excluding cover letters, resumes, sample forms, and financial documentation.

Questions are due September 9, 2026 at 5:00 p.m., with County responses due September 17, 2026. Interviews and presentations are scheduled for the week of October 19, 2026 if needed. The incumbent contractor is Navia Benefit Solutions Inc.
