About this file
This document is Exhibit E, a pricing reference file provided by the Solano County Department of General Services for RFP No. 949-0811-27 regarding Comprehensive COBRA and CAL-COBRA Administration services. The County of Solano is soliciting proposals from qualified Third-Party Administrators to provide full administration of continuation coverage for up to 3,300 benefit-eligible employees and an estimated 120 active COBRA participants per month. Services include required notifications, eligibility and qualifying event administration, enrollment processing, premium billing and collection, trust account management, coordination with medical, dental, vision, and other benefit carriers, regulatory compliance, and participant support. The vendor must deliver customer service through multiple communication channels, bilingual support, and secure online self-service tools. A non-mandatory pre-proposal conference is scheduled for September 9, 2026 at 10:30 a.m. via Microsoft Teams, with questions due by 5:00 p.m. that same day and County responses due September 17, 2026. Proposals are due October 5, 2026 at 5:00 p.m. via the OpenGov Solano County Portal. Interviews and presentations are scheduled for the week of October 19, 2026 if needed. The contract term is two years (January 1, 2027 through December 31, 2028), with the County retaining the right to extend for three additional one-year terms for a maximum total duration of five years, all without competitive rebidding.
The estimated contract value is $48,000 for the initial two-year term. The incumbent contractor is Navia Benefit Solutions Inc. Proposers must demonstrate a minimum of five years of experience providing comprehensive COBRA and CAL-COBRA administration for employers of comparable size and complexity, expertise in Section 125 Cafeteria Plans and Flexible Spending Account administration, HIPAA Privacy and Security Rule compliance, and references from at least five California public agencies or similarly sized governmental employers within the past ten years. Funding is contingent upon State budget approval and receipt of State and Federal funds; if appropriations are not forthcoming or are limited, the County may immediately terminate, reduce, or modify the contract without penalty. Evaluation criteria are weighted equally at 10 points each across ten categories: Organizational Qualifications and Experience, Technical Approach and Service Delivery, Regulatory Compliance, Customer Service, Technology and Reporting, Implementation and Transition, Financial Management, Staffing and Account Management, Cost Proposal, and Overall Quality of Proposal.
