About this opportunity

Travis County Healthcare District dba Central Health is requesting proposals for a Compensation System under RFP 2603-002, with proposals due April 24, 2026 by 2:00 p.m. Central Time. A Good Faith Effort regarding MBE/WBE participation is required unless otherwise specified in solicitation documents; HUB-certified businesses must report on subcontractor certification status, though non-HUB vendors may participate. Austin living wage requirements apply.

The scope encompasses a centralized, automated compensation management platform serving approximately 2,300 employees, replacing fragmented manual and email-based processes. Key deliverables include job architecture and market pricing integration (Salary.com or MGMA data), offer lifecycle automation, job description management with collaborative editing, compensation approval workflows configured by fiscal thresholds and equity variance, skills-based career progression visualization, pay equity analysis with real-time internal equity reporting, and dynamic Total Rewards statements. The system must integrate with UKG Ready HRIS through API connectivity or SFTP file transfer, generate public-records-ready reports without vendor intervention to support Texas Public Information Act compliance, and maintain immutable audit trails for public-sector transparency. Central Health requires SOC 2 Type II certification and HIPAA compliance; prior enterprise-level HRIS integration experience with UKG Ready is mandatory. Implementation must be complete by June 1, 2026 with an effective date of July 1, 2026.

The initial contract term is one year with four optional one-year renewals. Deliverables include migration of three years of historical compensation data, a minimum four-week sandbox UAT environment, comprehensive training for compensation teams and 200+ people leaders, and 24-hour technician response time for technical issues. Central Health retains full data ownership with machine-readable export formats at contract termination at no additional cost. Three client references are required, including at least one with a benefit plan similar to Central Health's planned offering.

Evaluation weighting: Functional Requirements and Workflow (30%), Governance and Auditability (25%), Technology and Analytics (15%), HRIS Integration and Scalability (10%), Client Support and Implementation (10%), Understanding of Objectives (5%), and Fee Structure (5%). Proposals are limited to 40 pages excluding tabs and required forms. Central Health reserves the right to request Best and Final Offers, conduct finalist interviews, award on best overall value rather than lowest price, or reject all proposals.
