About this file
This is a Questions & Answers addendum document for RFP Solicitation 2603-002 issued by Travis County Healthcare District dba Central Health for a Compensation System. The solicitation seeks a comprehensive compensation management solution to replace or consolidate existing systems, specifically addressing friction between current disparate platforms. Central Health is currently operating under active agreements for CompAnalyst Enterprise and JobArchitect through August 2028, and this RFP represents an exploration of full replacement or significant system consolidation. The organization is willing to consider various system types, including low-code platforms and COTS solutions, provided they meet organizational needs. Questions submitted between March 27, 2026 and April 20, 2026 indicate the solicitation timeline, with answers provided within the official addendum to ensure transparent communication with all potential vendors.
Key requirements clarified through the Q&A process indicate that the Compensation System does not require complex calculations or decision trees beyond standard workflows, offline functionality, native mobile applications, or specialized federal compliance standards such as CJIS, ITAR, or FedRAMP High. Vendors need not demonstrate prior UKG Ready integration experience, though all submissions will be evaluated on merit. Central Health does not require audited financial statements from vendors and accepts electronic signatures for proposal submission. The organization has established clear procurement protocols prohibiting direct vendor contact with board members or executive staff; all inquiries must be directed to the Procurement Department through official channels. Interested vendors can access the RFP package through Bidnet Direct, Central Health's website, or the Texas SmartBuy portal.
