About this opportunity
Tuolumne County, California is seeking a qualified consulting firm to conduct a comprehensive Compensation Study through Request for Proposal (RFP #RFP-2022-0005), with proposals due by 4:00 pm on August 10, 2022. The county requires an external market analysis and benchmarking of its compensation and benefits structure, targeting 11 comparable counties including Alpine, Amador, Calaveras, El Dorado, Mariposa, Merced, Mono, Nevada, Placer, San Joaquin, and Stanislaus. The study aims to review current pay grades, salary ranges, and compensation policies for the county's 705 allocated positions and approximately 415 job classifications, with key objectives including developing recommendations for pay matrix updates, addressing minimum wage increases, and implementing equity adjustments. Evaluation criteria will focus on proposer experience and qualifications (30%), service delivery/methodology/timeline (30%), and reasonable cost of service (40%). The selected consultant will be expected to provide a final report detailing background, study goals, process, findings, recommendations, and suggestions for maintaining the compensation plan, with the contract to be awarded on a flat fee basis.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The county currently does not have an active contract for this type of service and is seeking a new vendor to perform the compensation study. The project is designed to help the county avoid loss of qualified staff and address recruiting difficulties by competitively compensating current employees and developing appropriate compensation strategies. While a specific budget range is not explicitly stated, the county reserves the right to negotiate contract terms and may cancel or modify the agreement based on budget constraints, with funding subject to annual appropriation by the Board of Supervisors. The optional additional classification study suggests flexibility in the potential scope and value of the contract, which will be determined through the proposal evaluation process and subsequent negotiations with the selected consulting firm.

The County of Tuolumne seeks to establish a contract for a qualified firm to provide Consulting Services to perform a Compensation Study. The firm awarded the contract shall be paid on a flat fee basis. The County of Tuolumne currently does not have an active contract with any firm for this type of service. The County of Tuolumne (herein after, "County") has issued this Request for Proposals (herein after, "RFP") with the sole purpose and intent of obtaining proposals from interested and qualified Consultants licensed to do business in the State of California to perform a Compensation Study and other related services as noted in this document, in accordance with the specifications, terms and conditions contained within the RFP document.
It is the County's intent to conduct a comprehensive review of its compensation and benefits. An evaluation and benchmarking of the County's base and total compensation package should be reviewed. In addition, it is expected that the study will recommend adjustments to the County's pay plan policies and salary structure, job titles, pay delivery processes related to steps and longevity to allow appropriate compensation, to account for employee's service, special achievements, or to rectify compression and equity issues.
